MINUTES OF THE ORDINARY MEETING HELD ON 3 JUNE 2008 

Meeting Held:          Tuesday 3 June 2008 in the Annexe of the Town Hall, Chapel-en-le-Frith                   

Present:                    Councillor VGB Martin in the Chair.

At the commencement of the meeting one member of the Press and 4 members of the public were present.

Rev D Leach said prayers. 

Apologies were received from Councillors Mrs Batterbee, Norton and S Young.

The Chairman announced that NALC have confirmed that the Parish Council has been successful in obtaining Quality Status.

09/44                          Declarations of Interest

Councillor Mrs Bayirli declared an interest in Police matters as she is employed by Derbyshire Constabulary.

09/45              Police Matters

It was reported that the problems at Needham Recreation Ground will be discussed at the next Safer Neighbourhood meeting.

Problems are still occurring with parking at the top of Bowden Lane and stands offs on Hayfield Road.

The new PCSO will arrive on 17 June.

The recent sports evening at the Leisure Centre was successful and will be repeated.  A programme for Reels on Wheel is being looked at for the autumn.

09/46              Open Forum

Mr Hobson spoke on behalf of himself and three other residents of Ashbourne Lane regarding the Needham Recreation Ground.  The concerns expressed were regarding the play area which is again becoming a gathering point for older children who are causing a nuisance to residents who live opposite.  The problems include litter, noise, bad language, broken glass urinating and the residents feel that this makes the play area an unsafe place to play.  The problem times are weekends.  The residents indicated that they have reported problems to the Police who are slow to act and this will be investigated.

It was agreed that the matter be referred to the Amenities Committee for further consideration together with a detailed inspection of the by-laws.

09/47              Highways, Public Footpaths and Public Services

High Peak Borough Council have advised that BT are currently undertaking a consultation exercise on pay phone viability.  The affected boxes in the Parish are:-

Combs

Whitehough

Bagshaw

Dove Holes

The Clerk was asked to obtain information of usage for the boxes in question, following which a decision will be made.

The Chairman of the Dove Hole Village Group has asked that the Parish Council offer support to continue a school crossing patrol as Derbyshire County Council have informed the school that the service will discontinue in July 2008.  It was agreed that a letter be sent to the County Council especially in view of the fact that there is a crossing patrol at the Puffin Crossing by Whaley Bridge School when the road is not nearly as busy.

Derbyshire County Council have advised that they intend to make a disabled parking space outside the Post Office of the Market Place.

The fencing on Hayfield Park has not been repaired and the Clerk will chase this up as the situation is getting worse.

A letter has been received from Network Rail regarding the water running by the railway bridge on Manchester Road and it was agreed that a copy be passed onto County Council Highways.

Bowden Lane has been added to the road cleaning schedule.

There have been a number of complaints regarding the proposed traffic lights in Dove Holes and the Clerk was asked to arrange a site meeting with the County Council.

The Post Office are consulting on closures of offices from 10 June and it was agreed that strong representations should be made to keep the Townend Post Office and Dove Holes Post Offices open.

It was agreed that the Clerk should write to Derbyshire County Council regarding the re-instatement of mature trees on The Avenue.

09/51              Matters arising from the above Minutes

High Peak Borough Council have confirmed that the new signage at Morrison’s does comply with regulations but the new colours spear to be brighter and County Highways have been asked for comment.

High Peak Borough Council have confirmed that the grass verges are cut on a fortnightly basis on estate roads.

Members asked for a copy of the Planning Permission relating to the coal yard site to clarify the conditions on the recent application.

The Honorary Townsman presentation dinner will take place on Thursday 13 November 2008.

There have been further complaints about the Memorial Pubs operation and fly tipping and a letter has been sent to the Chief Executive of the High Peak Borough Council.

Proms in the Park will take place on 31 August 2008.

09/52              Outside Bodies

A report from the Police Consultative Committee held on 12 May 2008 is attached to these minutes.

Members had received a copy of the Leisure Centre programme which was presented at the joint facilities meeting and the Clerk was asked to enquire how they capture attendance figures.

Due to mistakes in the Great Days Out in High Peak brochure the Borough Council have agreed to fund a separate edition for Chapel-en-le-Frith which will be placed in the Town Trail.

09/53              Parks and Open Spaces

The Junior Football Club have asked the fee for the hire of the football pitch in the Memorial Club be waived for the 2007/08 season as they have been unable to use the pitch due to drainage problems.  Councillor Martin proposed and Councillor M Harrison seconded that the fee be waived and all members were in favour.

During the recent stormy weather a large branch came off a tree in the Memorial Park causing £560 damage in a neighbour’s garden.  It was agreed that this be passed onto the Councils Insurers.

The grounds man at Chapel Cricket Club is seriously ill and the Club has asked if they could borrow a mowing machine, which the part time park keeper has agreed to use to mow the cricket field in his own time for a short period, while they make arrangements for the future.  Members agreed to this for a period of 2 months only, using the equipment once per week and that the Cricket Club must cover the diesel costs.

It was agreed that the Carnival Committee be authorised to lay some gravel to allow better entry into the Memorial Park under the supervision of the Park Keeper.

09/54              Correspondence

The next meeting of the Peak Park Parish Forum will be held in Bakewell on 25 June 2008.

The Inland Waterways Protection Society have requested renewal of the subscription and it was agreed that as the boundary had now changed Chinley, Buxworth and Brownside Parish Council be asked to take it over.

The AGM of the Chapel-en-le-Frith Mobile Physiotherapy Service will be held on 20 June 2008.

A letter has been received from a resident of Midland Road regarding the proposal to change the priority at the junction with Eccles Road.  It was agreed that the matter was being dealt with by the Highway Authority and the content of the letter be forwarded to them.

09/55              Schedule of Accounts presented for payment

The Clerk submitted a list of accounts for which cheques numbered 005085 to 005114 amounting to £17,859.59 has been drawn.

RESOLVED:  That the cheques be signed and the accounts to which they relate be paid.

09/56              Any Other Business

Amenities Committee – Thursday 12 June 2008 meeting at 6pm for a tour of the Parish sites followed by a meeting at 7.30pm.

Meeting Held:          Tuesday 6 May 2008 of the Annexe of the Town Hall,

At the commencement of the meeting there was one member of the Press present and two members of the public.

Prayers were said by Rev Leach.

Councillor S Young thanked members for their support during his period as Chairman and during his recent illness.

09/1                Election of Chairman

The first item of business transacted was the election of Chairman.  Councillor F P Harrison proposed and Councillor Mrs Young seconded that Councillor Martin be elected as Chairman.  There being no further nominations it was therefore

RESOLVED:  That Councillor Martin be elected as Chairman of the Parish Council for the period to the next Annual Meeting of the Council.

The new Chairman thanked Councillor S Young for all his hard work as Chairman and confirmed that Rev Leach will continue as Parish Chaplain.

09/2                Appointment of Vice Chairman

Councillor Mrs Young proposed and Councillor S Young seconded that Councillor M Harrison be elected as Vice Chairman.  There being no further nominations it was therefore RESOLVED:  That Councillor M Harrison be elected as Vice Chairman of the Parish Council for the period to the next Annual Meeting of the Council.

09/3                Dates and times of Meetings of the Parish Council

RESOLVED:  That for the period until the next Annual Meeting of the Council, Ordinary Meetings of the Council will be held on the first Tuesday of each month in the Annexe of the Town Hall, Chapel-en-le-Frith, commencing at 7.30pm.

09/9                Declarations of Interest

Councillor Mrs Bayirli declared an interest in Police matters as she is employed by Derbyshire Constabulary.

09/10              Police Matters

A letter has been received from CPSO Julie Shaw seeking grant assistance from the Council in support of a sponsored bicycle ride that she is undertaking to raise funds for a solar light in the Memorial Park.   It was agreed that a grant of £100  be made.  It was agreed that the request should also be forwarded to Chapel-en-le-Frith United Charities.

PC DePee reported that there had been a better attendance at the last youth disco with between 65/70 young people.  The Inspector is keen to continue the discos and other activities, one of which is a sports evening that will be held at the Leisure Centre on Friday 9 May.

 

Parking is still an issue, but enforcement is in the process of being handed over to the County Council.

Both the Oli-day event and May Day events passed without any problems.  The Police were thanked for their support on May Day and it was agreed that it had been the best May Day event so far and those involved in the organisation were thanked.

The complaints regarding quarry vehicles travelling through Chapel-en-le-Frith to be serviced was raised at the Quarry Liaison meeting and the drivers have been advised that there have been complaints and have been asked to be more considerate.  It was noted that the Borough Council have approved the development of the site in question  for industrial units with the condition that the repair centre must be relocated, to possibly one of the quarries.  The request to alter the Midland Road/Eccles Road priority was refused in this connection.

09/11              Open Forum

Rachel Hoodith addressed the Open Forum on behalf of a group of residents with young children who have concerns about the Memorial Park.

The main concerns are glass around the play area, dog fouling on the grass and the lack of equipment for young children.  It was agreed that the Amenities Committee would meet with the residents who have expressed the concern to look at ways of working together to address the problems. 

09/12              Matters relating to Highways, Public Footpaths and Public

                        Services

When the by-pass was completed part of the landscaping programme was the planting of tress along ‘The Avenue’, now to be re-named ‘Forrester’s Way’.  Concern was expressed that 10 trees have been removed by the developers of the adjacent site, when the planning applications clearly stated that there would be no tree removal.  It was agreed that the High Peak Borough Council be requested to take enforcement action to ensure that mature trees are re-instated to replace those felled.

There is an ongoing problem with flooding by the Puffin Crossing on High Street and this has been reported to Derbyshire County Council.

Concern was expressed regarding the number of times the grass verges on streets are cut by the Borough Council and details will be requested.

The Clerk was asked to report fly tipping at the top of Peaslows to the Clean Team.

The well at Sparrowpit is overflowing and the Clerk will arrange for it to be cleaned.

Derbyshire County Council have forwarded details of a planned pedestrian refuge island on the B5470 by Crossing Road together with improvements to nearby bus stops, seeking comments on the proposal.  This proposal is in direct conflict with a scheme currently being drawn up by the County Council to move the bus stops to make them more accessible to the residents of Eccles Fold.  These comments will be made to the County Council together with the fact that there appears to be no demand for the proposed refuge and that it is more likely to cause accidents.

Derbyshire County Council have forwarded details of a proposed traffic light system at the Dale Road junction in Dove Holes, seeking comments on the proposal.   The Clerk was asked to respond suggesting that this is an opportunity to create a one way system round Station Road as the proposal will increase the traffic on station Road and it will be the preferred route. It was agreed that the traffic light system will make a safer crossing for residents using the Post Office and catching school buses.

09/17              Matters Arising from the above Minutes

Due to a prior commitment by the Lord Lieutenant the date for the Honorary Freeman presentation has been changed to 13th November 2008.

The Leisure Centre joint facilities meeting has been arranged for 7 May 2008.

The Vice Chairman and Clerk attended a meeting with the British Legion regarding the Remembrance Sunday celebrations and it was agreed that the timing would remain unchanged for this year, but that the length of the service would be shortened to allow the congregation at Church to assemble on the Market Place by 11.30am.  Views will be sought from those attending as to the format of the followings years order of events.

High Peak Borough Council have advised that they are investigating the complaint regarding fly tipping at the rear of the Town Hall.

Going Local have agreed to make a contribution of £400 towards the maintenance of the area adjacent to Bywater Gas and the area on Hayfield Road West.  Members were in agreement to accept the grant for a 12 month period only and undertake the maintenance.

The new plans have been drawn up for the public toilets on the Market Place at an additional cost of £5,000.  At this stage it is not known where the additional funding will come from to enable to project to proceed.

Councillor M Harrison agreed to investigate if the new Morrison’s signage is in line with current development control policy.

Councillor Mrs Batterbee expressed her apologies for not attending the Town Hall Committee, she had been at a previous meeting that had over run.  As the Town Hall Committee meeting was not quorate Councillor FP Harrison moved and Councillor Brookfield seconded that all the items discussed be moved.  All members were in agreement.

The Chairman suspended Standing Orders and proposed that Councillor F P Harrison be made an Honorary Townsman in recognition of his 25 years continuous service as a Parish Councillor, service as both a Peak Park Board Members and Borough Council employee and elected Member.  Councillor Brookfield seconded the motion and all members were in agreement that Councillor F P Harrison be made an Honorary Townsman of Chapel-en-le-Frith.

09/18              Reports from Outside Bodies

Notes from the last meeting of the Youth Liaison Group are attached to these minutes.

Councillor Martin and Councillor Smith reported that they attended the Progressive Market Town Grant meeting at Cromford where the second round of funding was announced.  It was noted that Chapel-en-le-Frith was one of only 4 towns to receive funding in the first round.

Councillors M Harrison, Martin and Smith reported that they had attended the Landscape Character Workshop.

Councillors FP Harrison and Norton attended the G & S Beresford Trust AGM. 

Councillor Martin advised that he had been invited to the launch of a new British Legion service to help members, which was cancelled and will be rearranged. 

09/19              Town Hall

A quote of £295 has been received from MT Electrical for work to move the lights under the Annexe and install a fan in the Annexe kitchen.  It was agreed that the work be undertaken.

The Health and Safety Committee will look at arranging fire training and it was noted that the cost will be in the region of £400.

09/20              Parks and Open Spaces

A letter has been received from the organisers of Proms in the Park seeking permission to hold the event in the Memorial Park on Sunday 31 August 2008.  The organisers have asked if a meeting can be arranged with the Council to discuss the event further.

09/21              Correspondence

A draft copy to the High Peak Borough Council Corporate Equality and Diversity scheme has been received for comment.  It is also available on the Borough Council website.

09/22              Schedule of Accounts presented for payment

Cheques numbered 005048 to 005084 were presented amounting to £25,039.92.

RESOLVED:  That the cheques be signed and the accounts to which they relate be paid. 

A copy of the Internal Audit for 2007/08 was presented to Members.  It was noted that there were no matters raised at the audit which necessitate bringing to the attention of the Council.

The Clerk submitted copies of the Annual Return for the financial year ended 31 March 2008. 

RESOLVED:  That the contents of the report be noted and that the Chairman be authorised to sign the Annual Return.

Following the death of Ken Wilson, who worked as the Council’s electrician for many years, it was agreed that a letter of condolence be sent to Mrs Wilson.

08/333                        Declarations of Interest

Councillor Mrs Bayirli declared an interest in Police matters as she is employed by Derbyshire Constabulary.

08/334            Police Matters

The new speed limit on Manchester Road has come into force.  Sgt Reason advised that the section now has a hand held radar gun.

It was reported that vehicles are still parking at the top of Bowden Lane on the pavement by 1 Reddish Green, causing an obstruction. 

Sgt Reason reported that the Beat Officer in the Safer Neighbourhood Team is now spending 90% of his time in Chapel-en-le-Frith and the PCSO 100%.

As most criminal damage is recorded on Friday and Saturday nights, this has

been a target area for crime reduction and over the year there has been a 15% reduction.

The Police have been working with the Borough Councils CCTV monitoring staff and for a trial period a Police Officer has been stationed in the CCTV monitoring room on Friday nights, which has proved successful.  The Police are now working on a way of providing direct contact from the CCTV monitoring room to the beat Police.  It was noted that this initiative had come about following comments made at the recent Local Area Forum on Policing.

The next Young People Disco will take place on Friday 4th April and this date has been chosen to coincide with the end of the School term.  There were about 45 young people at the first disco and it is hoped that there will be more at the second.

A grant of £5,000 has been secured from ‘Choosing Health’ and this money has been devolved to the Youth Service for work specifically in Chapel-en-le-Frith.  The intention is to further fund the work of Streetsports and other activities. 

08/335            Open Forum

There were no members of the public present who wished to use the Open Forum.

08/336            Highways, Public Footpaths and Public Services

Derbyshire County Council has indicated that the allocation for grants towards footpath maintenance is currently being reviewed and there may be a re-arrangement of banding.

A letter has been received from High Peak Borough Council seeking approval for the naming of the access road between the Ferodo roundabout and the Bowden Hey roundabout to be named Forresters Way and road leading to the former Dorma works in Whitehough as Forge Road. Members had no objection to both proposals.

Complaints have been received about the amount of dog fouling on the road from Long Lane to the Station and it was agreed that a letter be sent to Railtrack with a copy to High Peak Borough Council Environmental Health.

The bypass is in need of a litter pick and this has been reported to Derbyshire County Council.

A meeting has taken place with Derbyshire County Council regarding the rearrangement of the bus stops around Eccles Fold to make them more accessible for the residents of Eccles Fold.

08/341            Matters arising from the above Minutes

The Environment Agency has been contacted regarding the bank erosion near Courses View that is putting the fencing in danger and they confirmed that it was the landowner’s responsibility.  Barratt Manchester has been made aware of the problem.

The problems with the rubbish at the end of Old Park Road and at the rear of the Town Hall have not been resolved.  It was agreed that a letter of complaint be sent to the Chief Executive at High Peak Borough Council as the situation is unacceptable.

The Barren Clough Boundary change takes place from 1 April 2008.  The Clerk reported that she and the Clerk from Chinley, Buxworth and Brownside Parish Council had met with the Head of Legal and Democratic Services at High Peak Borough Council to look at the Statutory Instrument governing the boundary change.

The Statutory Instrument covers the transfer of land and services, which will automatically become the responsibility of Chinley Buxworth and Brownside Parish Council from 1 April 2008.  High Peak Borough Council confirmed that the amounts each Parish has precepted will remain unaltered.  However, the 102 properties that have moved into Chinley will received new Council Tax bills and the shortfall of £300 will be borne by High Peak Borough Council.

The amounts budgeted for allotments, Penny’s Garden and grit bin will have to be transferred to Chinley to allow them to continue the services together with an amount to cover the administration costs of the services throughout the year.  Chinley have also asked for a contribution towards their Newsletter costs which will increase by 102 per quarter.

The electoral arrangements will remain unchanged until the next local elections.

Councillor McCarthy proposed and Councillor Norton seconded that £1,500 be offered to Chinley, Buxworth and Brownside Parish Council to cover the functions and administration.  All members were in agreement.

All the digistats have now been replaced in the Town Hall and the heating system is running correctly and is controllable.  Derbyshire County Council have indicated at this stage that they are only willing to cover the additional gas and electric costs through the annual service charge.  Members felt that they should cover the full cost as the increased fuel costs came about as a result of the Library refurbishment.

The proposed date for the Honorary Freeman dinner is 14th November 2008, subject to the Lord Lieutenant being available.  It was agreed that it will be held at the Leewood Hotel in Buxton.

High Peak Borough Council have responded the letter declining the Going Local grant in respect of ongoing street planter and garden maintenance.  High Peak Borough Council have subsequently advised that the original offer of £200 was half the anticipated cost of undertaking the work, with the assumption being that the Parish Council would also bear half the cost.  It was also confirmed that the funding could only be guaranteed for a 12 month period.  Members felt that the ongoing work should be undertaken by the Borough Council as it was a shortfall in their grant scheme not to look at ongoing maintenance.

The Chairman of the Planning Committee commented on the poor attendance at recent Planning Committees and asked that members put the year’s dates in their diaries.

It was noted that Councillor Brookfield was marked as absent on the minutes of 25 March 2008, when he had given his apologies.

It was agreed that Members of the Planning Committee would do a tour of the Parish to look at sites to but forward for future development as requested.  It was agreed that sites would be identified in additional to those already in the Local Plan. High Peak Community Housing have been asked to provide information on the demand for affordable housing in the Parish at present.  It was also agreed that the sites put forward would be linked to the amount of housing that is required to be built in the Central Area of High Peak, appropriate affordable housing sites and infill sites together with sites that take regard of the interface between the town and countryside.

Following the site meeting with Derbyshire County Council to look at disabled parking spaces on the Market Place it was agreed that the proposed site outside the Stocks Café is not suitable and that a letter be sent asking that consideration be given to marking disabled spaces on the One Way section of Eccles Road in the existing parking bays.

The Clerk confirmed that clarification has been sought from the Borough Council on the percentage precept increase.

Members agreed that amended Compliment/Complaints form which will now be made available to the public.

Councillor Norton proposed and Councillor Brookfield seconded that the offer of HERs funding for replacement traditional windows at the rear of the Town Hall and 47/49 Market Street be accepted and orders for the work be placed.  All members were in agreement.

08/342            Outside Bodies

A meeting has been held with the new Manager at the Leisure Centre and Parkwood Leisure’s Regional Director and it has been confirmed that the centre is looking to provide more activities for young people in the school holidays.  High Peak Borough Council have also been approached to forge links with the centre, which appears to be positive. A meeting of the joint facilities committee will take place in May at which time further details will be known.

The Chairman advised members that it was important that they attended the Code of Conduct training sessions that have been arranged by the Borough Council as there are changes in legislation.

The Goyt Valley Medical Practice are extending their opening hours and there will also be a Dentist on site.  The cost of the new 0800 telephone number is 1p per minute.

The following items were reported from the Regeneration Partnership:-

  1. The Progressive Market Town Grant has enabled the reprint of the Old Town Trail and highway works to Church Brow and Terrace Road.
  2. The Architect who has drawn the plans for the toilet refurbishment on the Market Place has been asked to look if the design can encompass urinals.
  3. The area in front of Stag Galls was identified as a future project.
  4. It is hoped that an events sign similar to the one on Fairfield Common can be purchased in the next financial year.
  5. There has been a poor response from the Business Association regarding the organisation of the May Day event and the Morris Men have declined to join in together with the Primary School who were asked to help with maypole dancing.

There are a number of items that require consideration by the Amenities Committee and a meeting will be arranged.

08/344            Correspondence

Letter of thanks has been received from Churches Together in respect of the grant made to Lantern Lunches.

A Landscape Character workshop will be held on 22 April 2008 at the Pavilion Garden Buxton it was agreed that Councillor Martin and Smith will attend.

A letter has been received advising that further Aggregates Levy funding has been announced to 2009 and it was agreed that consideration be given to projects that funding could be sought from this source.

A letter has been received from a young lady who has been selected to play for the England Under 20’s Women’s Rugby Squad seeking a grant and it was agreed that this be passed to United Charities for consideration.

Members were circulated with a letter from Councillor Dowson from New Mills regarding the changes to Housing Benefit and the lack of local consultation.  It was agreed that a letter be sent Central Government to express concern regarding the changes that will affect those most vulnerable in the local community.  It was also agreed that the numbers of affected claimants in the Parish be sought from High Peak Community Housing.  Members were encouraged to make personal representations as well.

08/299            Police Matters

The Police were asked to investigate activity in the field off the path running from Long Lane to Manchester Road.

There have been a number of complaints regarding noise from the Memorial Pub and the dumping of food waste at the rear of the premises. 

The young peoples disco run jointly by the Police and Youth Service in the Town Hall had been a success and it is hoped that it can become a regular monthly event.  Members agreed that they would look at only charging the minimum amount for the hiring of the room to cover costs as it is an important partnership project.  It was agreed that the Police /Youth Service would provide a letter of guarantee to cover any damage that may occur during the discos if they are to run on a regular basis.

The next Safer Neighbourhood Meeting will be held in the Town Hall on Tuesday 11 March 2008.

Members were concerned that the gritting during the recent bad weather had again happened too late.

A reply is still awaited regarding the painting of the lamp posts outside the Conservation Area.

The Clerk was asked to contact the Environment Agency regarding erosion of the banking near Courses View as the fencing is in danger of falling into the brook.

08/305            Matters arising from the above Minutes

08/276 – The rubbish that had previous been reported as dumped at the end of Old Park Road has been moved onto land behind the Town Hall.  The Environmental Enforcement Officer is aware of the problem and is taking action against the Memorial Pub.

08/279 -     The Borough Council have confirmed that the Barren Clough boundary change will take place on 1 April 2008.   At the same time the electoral arrangements will pass from the Electoral Commission to the Borough Council.  It is hoped that the present representation will remain in place until 2011, however, this has to be confirmed.  With regard to Council Tax payments the 102 properties that are affected by the boundary change will received amended bills as their Parish rate will be paid to Chinley Buxworth and Brownside Parish Council.  High Peak Borough Council are currently calculating figures to make the necessary Precept adjustments.

Following the meeting with Derbyshire County Council and Fieldwell Engineers an order has been placed to remove the two digistats in the Library which will be replaced with traditional thermostats.  The cost of these paid for by Derbyshire County Council.  At the same time the remaining digistat in the Annexe can be replaced at a cost of £460.00 and it was agreed that an order should be placed for this.

The volunteer has done a litter pick on the area around the Sheffield Road Industrial Estate and due to the large amount of litter collected it was agreed that a commercial litter policy should be included in comments in the next stage of the Local Development Framework. 

It was agreed that the following wording be inscribed in the scroll for Councillor FP Harrison :-

The Chairman and Members of Chapel-en-le-Frith Parish Council, recognising the service to the Parish of Chapel-en-le-Frith by Councillor Frank Peter Harrison and in particular his continuous and dedicated service as a Parish Councillor for a period of twenty five years, being Chairman of the Parish Council between 1990 – 1992 and 2004 – 2006 do hereby confer upon the said Councillor Frank Peter Harrison the style, rank and title of Honorary Townsman of Chapel-en-le-Frith.

And it has been further resolved that the facts hereof be inscribed in this formal writing presented to the said Honorary Townsman as a record of his service to the Parish of Chapel-en-le-Frith. 

It was agreed that how PAT testing is undertaken in future will be discussed as part of the Town Hall staff review.

08/306            Town Hall

Smiths of Derby have written following the inspection of the Town Hall clock to express concern about the wiring which needs upgrading.  It was agreed that a quote be sought for the remedial work.

The photocopier lease is due for renewal and it has only been possible to obtain two competitive quotes and it was therefore agreed that Standing Orders be waived in respect of three quotes.

The current provider Leemick had quoted for a comparable black and white copier together with a quote for a colour copier.  A quote has been obtained from Konika, through Yorkshire Purchasing Organisation for two similar machines.  The current lease payment is £179 per quarter.

Konika black and white copier - £155 per quarter

Konika colour copier – £221 per quarter plus £150 free copies.

It was agreed that as there is no outlet in Chapel-en-le-Frith where colour copying can be done, this is a service that can be offered to the public.  In addition colour copying will be vastly more cost effective than using a printer. 

Councillor McCarthy proposed and Councillor Brookfield seconded that the current lease be revoked and a new lease be taken put with Konika for a colour photocopier costing £221.34 per quarter, together with £150 free copies.  All members were in favour.

08/307            Parks and Open Spaces

The Going Local Group have agreed a grant of £200 which will be paid to the Parish Council to maintain the planters next to Bywaters and on Hayfield Road West.  Members felt that the amount did not reflect the amount of work that was expected and rejected the offer.

08/308            Correspondence

The Peak Park Parishes Forum are organising an Affordable Housing Conference on Saturday 12 April 2008.

A letter has been received from the High Peak Hospice requesting a grant for free use of the Town Hall for the Burns Night event that took place in January 2008.  The Chairman’s discretional allowance has now been used and members felt that any request should be made before the event in future.

A letter has been received from the Parish Church seeking assistance with a grant to resurface the car parking area adjacent to the Sextons Hut.

08/274            Police Matters

A letter has been received from Derbyshire Constabulary regarding the comments made by the Council in respect of the need for continuity of Inspectors in the Division.  The problems facing the Constabulary are meeting the needs of the Police Force and community together with the career development of Officers.

PC DePee reported that the parking problems at the top of Bowden Lane continue to be monitored together with untaxed cars parked in the bus top on Hayfield Road East.

It was also noted that the parking signs by the bus stop indicate that vehicles can park there and this will be brought to the attention of Derbyshire County Council.

Derbyshire County Council have made a site visit to Long Lane following complaints about cars parking on the junction with Manchester Road.

Complaints have been received about cars speeding on Burrfields.

Inspector Lewis attended the meeting to introduce herself as the new Inspector and advised that she is expecting a new PCSO in the next month to join her excellent Neighbourhood Team.

The February meeting of the Central Area Forum will be held at the High School on 7 February 2008 and the topic is Policing.

Members have received complaints about the rubbish that has been left at the end of Old Park Road.  The Clerk reported that it had already been reported to the Borough Council.

Councillor Smith advised members that he had received an email from a member of the public who had contacted the Borough Council to undertake a volunteer litter pick and had not received a response.  It was agreed that the Clerk would contact the Borough Council and ask them to respond directly.

It was noted that cars are still parking on a regular basis on the new paved area adjacent to the Kings Arms Hotel.

08/279            Matters arising from the above Minutes

A letter has been received from British Waterways regarding the future up keep of Combs Reservoir.

High Peak Borough Council have advised that the boundary change at Barren Clough is currently being considered by the Electoral Commission and a decision is expected by the end of February 2008.  It was agreed that a letter be forwarded to the Electoral Commission advising that the Council do not wish the boundary to change before the next elections.

High Peak Borough Council have taken on board complaints about wheelie bin collections over the Christmas period and have advised that the problem was exacerbated by a number of vehicles being off the road.  Members felt that this was a weak response.

The Clerk was thanked for the extra work in the submission of the Progressive Market Towns Grant.

It was agreed that the Clerk should ask the County Council to take up the issue of how the Minor Maintenance Grant is calculated as there appears to be little parity between different parishes.

The Chairman will speak to the County Councillor regarding the costs for lamp post inspections. 

There was some confusion where the High Peak Borough Council lottery grant for new play equipment will be spent in the Parish and the Clerk was asked to contact the Borough Councillor who has chaired the committee involved in the Big Lottery submission for clarification.

The Chairman of the Town Hall Committee advised that he and the Clerk had met with Derbyshire County Council regarding the increase in gas and electricity costs incurred since the re-opening of the Library, which appear to have been caused by faulty wiring of the heating system following alterations in the Library.  The County Council have agreed to rectify the problem and look at re-imbursement of costs.

08/280            2008/09 Precept

The Chairman of the F & GP Committee advised members that a problem with the roof at the Town Hall had been discovered since the committee had met to discuss the Precept figure.  This being the case he suggested to members that the Precept be increased by 3%, which would give a Precept amount of £111,980, instead of the 2% proposed by the committee.

In addition he noted that the increased grant in respect of concurrent functions from High Peak Borough Council had enabled the Council to achieve a balanced budget.

Councillor Clarey proposed and Councillor Brookfield seconded that the 2008/09 Precept be set at £111,980.  All members were in favour.

08/281            Outside Bodies

Notes from the joint meeting to discuss provision for young people held at Chapel-en-le-Frith High School on 28 January 2008 are attached to these minutes. 

Councillor Mrs Young and Councillor Brookfield advised that they had attended the Police Consultative Committee where a presentation was made by the local Police dog handler.

Councillor Norton reported that he and the Clerk have had an initial meeting with Derbyshire County Council regarding the Leisure Centre.  A further meeting will be held with Parkwood Leisure to voice concerns over the lack of activities in school holidays and weekends.  Copies of the accounts will also be made available.

Councillor Mrs Young and the Clerk attended a meeting regarding a Safer Neighbourhood grant that has been awarded to High Peak to tackle under age alcohol problems in Chapel-en-le-Frith.  A grant of £5,000 has been made available and it was agreed at the meeting that it should be devolved to the Youth Service and Youth Drug team to fund continued work with Streetsports and other work.

To attract more daytime bookings a table top sale has been arranged for Thursday 6 March 2008 and the setting up of a monthly Farmers Market is being investigated.

08/283            Parks and Open Spaces

The Clerk reported that Playworld Systems have repaired the damaged concrete section on the Skatepark.

A letter of thanks has been received from Chapel Churches Together in relation to the grant made by the Chairman.
