CHAPEL-EN-LE-FRITH PARISH COUNCIL MINUTES OF THE MEETING OF THE PARISH PLANNING COMMITTEE Meeting Held: Tuesday 20th December 2011 in the Annexe to the Town Hall, Chapel-en-le-Frith Present: Councillor Martin in the Chair Councillors Smith, Brook, Mrs Morrison, Bradbury, Mrs Street, M Harrison, FP Harrison Apologies: Councillors Mrs Batterbee, McCarthy, Perkins Absent: None At the start of the meeting there were 6 members of the public present. Councillor M Harrison arrived at 7.15pm Councillor FP Harrison arrived at 7.20pm 12/323 Plenary Powers Applications seeking Planning Permission or Approval to carry out development at locations within the Parish. The Committee considered in turn eight applications to carry out developments within the Parish and it was RESOLVED: That the following comments be sent to the relevant Planning Authority. 0609 Mr Nigel Webb 09.12.11 Workshop, Roebuck Place, Chapel-en-le-Frith Alterations and refurbishment of workshop Members thought the scale and proposed usage of the development was suitable for the area and had no objections. Due to the positioning and the dangerous nature of the access onto Market Place, Members questioned if the main access would be to the rear of the property. Members also questioned if the applicants plans for the ‘orchard’ area as this is within the sites curtilage. 0658 Mr Steven Buckley 09.12.11 Sittinglow Farm Cottage, Dove Holes · Small scale single storey extension to existing residential accommodation · Extension of residential curtilage · Change of use of small area of agricultural field to residential use. Members had no objection to this application as there is no adverse effect on neighbouring properties. 0659 Frederic Robinson Ltd 09.12.11 The Jolly Carter, Chapel-en-le-Frith Change of use from Public House to 2x 3 bed houses. Members had no objection to this application and applauded the use of an existing building. 0678 Mr David Armit 14.12.11 7 Hallsteads, Dove Holes Proposed small scale extensions to main building and removal of existing roof structure to lift roof line for storage of the company coaches. Councillor Smith declared an interest as his on is the applicants’ architect. Members understand that this is a sensitive issue within Dove Holes, but thought this application would be an improvement to the site as the coaches will be stored in the garages. 0640 Mr Fred O’Brien 15.12.11 163 Market Street, Chapel-en-le-Frith Dropped curb for vehicle access for parking Given the property’s close proximity to a dangerous junction Members had great concerns about facilitating an exit point at this section of the road. Four roads converge within meters of the applicants’ address which would create a dangerous access point for vehicles turning in and out of the property. Members would only support this application if there is sufficient turning space within the curtilage for a vehicle to turn around, in order to eliminate the need to reverse into the road. 0676 Mr Chris Brown 15.12.11 Land behind Hayfield East, Chapel-en-le-Frith Proposed development containing 4x 3bedroom dwellings with associated parking and single garages. All members agreed that this is an ideal spot to build new houses on as it is an infill site within the central area of Chapel-en-le-Frith, but had mixed views on the proposed development. The site is surrounded by large properties and the four dwellings fit in well within the area, however, this site is in close proximity to the town centre and would be an ideal site for affordable housing and could hold more units than the number suggested in this application. Members had concerns over the inadequate sight lines of the access point to the properties which is caused by the toilet block located next to entrance. The toilet block is owned by HPBC and members have repeated a frequent request for this to be removed to not only solve this problem but as it is also a prime vandalism spot. The access point as it stands is inadequate and a solution to this problem should be found before permission is given. 0683 Mr Marc Hourigan 15.12.11 Dorma Factory site, Forge Road, Chinley Outline Planning application for a mixed development of up to 182 dwellings and non-residential space It is the Parish Councils policy to support development on brownfield sites as indicated in the core strategy response and this area of land was identified as suitable for a housing development. The land is situated on the valley floor and in close proximity to Whitehough, which is a small self contained hamlet, and Chinley which is a larger village that will provide the local services needed by the two settlements. Members were concerned that such a large housing development would detract from the secluded nature of Whitehough but feel that with substantial and adequate screening this should not happen due to the green field that has been left undeveloped between the two areas. At present, the site is accessed by narrow ‘country’ roads that are totally inadequate to serve such a large number of houses and currently renders the whole development infeasible. The main vehicular access to the site needs to be created from the Alderbrook side of the development. Additional footpaths are also needed and the provisions suggested for pedestrians are extremely unsafe and a raised footpath is a necessity. Street lighting will also be needed on the access roads to ensure the surrounding roads are safe for pedestrians. Members are aware that this area of land is prone to flooding and measures will need to be put into place to ensure the land is fit for purpose. These issues can be dealt with as part of the development but it is essential that the work is carried out before any building takes place. Members were pleased to see that part of the development will be given to Industrial/commercial use and this is absolutely necessary to ensure that the area does not become a dormitory settlement. Members would like to see a larger amount of small ‘starter units’ added to the site to provide residents within the area with opportunities of working locally. The application indicates that 20% of the houses will be identified as affordable housing but this number falls short of the 30% the High Peak Borough Council have requested. Members were in agreement that the percentage of affordable housing should be no less than 30%. Peak Park NP/HPK/1111/1203 Mrs Andrea Hodgson Ford Hall, Chapel-en-le-Frith Listed building consent – Proposed conservation/renovation of curtilage listed outbuilding to form ancillary habitable accommodation and proposed new build link to main (non-listed) dwelling. Councillor FP Harrison declared an interest as a member of the Peak Park. Members had no objection to this development and thought the proposed changes improved the overall look of the site. The renovation of the outbuilding will preserve the glass structure and the new link building compliments the existing façade well. 12/324 Appeals None 12/325 Notifications Permission 0416, 0457, 0358 0457 Members have questioned why the list of conditions does not include works to the front of the premises as identified by the planning committee as below. Members had no objection to this application and see an opportunity for the front of the premises to be vastly improved. The building sits in the Conservation Area, in the heart of Chapel-en-le-Frith and is currently an eye-sore. The area would greatly benefit from a sympathetic redevelopment that is compatible to the outside of the neighbouring property The Kings Arms. Again, members welcomed the use of an existing commercial premise in Chapel-en-le-Frith. 12/326 Improving Chapel-en-le-Frith There have been many comments passed onto Councillors about the improvement the new Christmas tree lights have had on the main street. A response is needed from HPBC regarding the list compiled by the parish council on the ‘grot spots’ in the Parish. Once a response has been received the Parish can look into which jobs can be passed to Parish Council staff to improve the area. The aggregate on the footpaths looks well worn and the problem needs to be addressed in the Spring. Cobbles in the middle of Church Brow have lifted and could cause damage to vehicles if left untreated. 12/327 Conservation Areas The posts surrounding the Stocks on the Market Place have started to rot. The park keeper will be asked to look at them. The tree is yet to be replaced at the front of the dentists. 12/328 Public Footpaths None 12/329 Street lighting DCC will be again asked for a map of the street lights. 12/330 Correspondence A list of tree applications has been received and members had no objections to the works to be carried out by Federal Mogul test track but have asked for the specie of tree that will replace the ones which will be felled. 12/331 Any Other Business The housing team of Chapel Vision will be looking into the utilising the empty properties in the Parish. The problems with traffic flow on Hayfield road will be looked at as part of the re-development of Federal Mogul. Network Rail has confirmed that they have leased the field adjacent to the lane to South station in order to carry out necessary works to the bridge. The hard-standing is a temporary measure and will be removed once the work has been completed. There being no further business the Chairman declared the meeting closed at 9.05pm. CHAIRMAN |

The Committee considered in turn five applications to carry out developments within the Parish and it was RESOLVED: That the following comments be sent to the relevant Planning Authority. 0573 Mrs Zoe Halstead 22.11.11 Top Lodge, Bank Hall, Chapel-en-le-Frith 1st floor extension forming 2 beds, bathroom and en-suite. Members had no objection to the application but thought the first floor extension created a less charachterful building and is a drastic change to the overall look of the dwelling. As the roof of the extension joins the original roof line without a step, a sympathetic join of the two is required to match the new extension to the current structure. 0504 Kelsa Truck Products 0652 Bowden Hey Mill, Bowden Lane 28.11.11 Conversion f a historic mill building to 6x residential units with associated parking access and landscape. Facilitated by the demolition of adjacent subsiduary building and modern link. Members were very pleased that the conversion of the mill is to be made in a sympathetic manner with very few changes to the fenestration. The building serves the new purpose well and a good number of parking spaces have been created. With the extra vehicular movements the dwellings will create, members were concerned that the access point is to be served via a weak bridge and this issue will need to be addressed as part of the planning conditions. Members would like to see he retention of the restriction posts to stop access from Bowden Lane. 0601 Miss Rebecca Spooner 28.11.11 Turn Meadow, off Eccles Terrace. Whitehough Replacement agricultural building Members had no objection and thought the replacement building will be an improvement to the site. 0630 Mr Ian Barratt 29.11.11 Owlgreave bungalow Farm Remove domestic stables and shed, replace with timber framed double garage with integrated shed. Stables relocated to new location on farm under separate application. Councillor Smith declared an interest as his son is the applicant’s architect. Members had no objection to this application. 0629 Mr Ian Barratt 29.11.11 Owlgreave Farm Bungalow Repositioning of 4x stables from their location near the bungalow to further down the site to an area near the land used by Chapel Riding Club. Councillor Smith declared an interest as his son is the applicant’s architect. Members strongly objected to the proposed relocation of the stables into an area of land which is unspoilt open countryside. The application is misleading as it states that there are four stables to be relocated, when there are two in the original position with two extra to be built. 12/290 Appeals None 12/291 Notifications Permission 0303, 0448, 0530, 0420, 0468, 0503, 0508, 12/292 Improving Chapel-en-le-Frith A resident has noticed that there are small shards of glass on the pavements that have resulted in her dog cutting its paw. They have been asked to report the problem to HPBC. There have been some concerns over the way the bins have been left after they have been emptied as they are blocking pavements and causing pedestrians, especially those with dogs and prams, to walk into the road to navigate around them. HPBC will be asked to pass on the residents concerns to the refuse collectors. Information will be collected about the response times of the Clean Team. Although no information has been given regarding the response from the ‘grot spot’ list, many of the problems could be resolved by re-educating residents to look after their own property better and take responsibility for their own actions for example, to keep their hedges cut back to prevent them overhanging and obscuring the pavements. Members commented that although the town is in need of improvements the majority of these are down to the HPBC and DCC regime for weeding and trimming etc and that the Town Centre has a low level of litter especially as it is surrounded by numerous take-aways. 12/293 Conservation Areas None 12/294 Public Footpaths Trees are overhanging from the High School onto adjacent footpaths and need cutting back. The footpath from Bowden Lane to the bypass is still shut. 12/295 Street lighting DCC have reported that 64% of Councils are in favour of having some street lights turned off, and that 1% off the entire street lights could be turned off completely and the columns removed. DCC will consult with the Parish Council before making any decisions on which lights will be affected and a map will be obtained to help make the decision. 12/296 Correspondence Peak District National Park has sent notification of a review of statement of Community Involvement. Councillors Smith and Mrs Street will look at the document. Peak District National Park has sent a list of minor errors in the Core Strategy document. The list will be stored with the document in the Parish Office. Evidence has been found in the form of an old newspaper cutting that the small hill that runs from the Market Place to Terrace Road next to the Stocks Café is called Penny Hill. HPBC will be contacted regarding a name plaque. The Parish Council will now be notified when works are to be carried out on protected trees within the Parish. As comments need to be made within 7 days of receiving the notification, the list will be emailed and comments can be sent to the Assistant Clerk. The Ramblers Association has sent a copy of the letter written to the Derbyshire Times regarding the use of recreational vehicles on off-road routes. This will be sent to the Peak District National Par Authority. The Peak District National Park has sent a copy of the Guide to the Planning Services which will be distributed to Councillors. 12/297 Any Other Business Residents have taken action regarding the lack of notification received with the application to increase the number of Lorries using a business premises at the Coal Yard. The MP has been notified by the residents. A new list of planning meeting dates is attached to the Minutes. There being no further business the Chairman declared the meeting closed at 8.30pm. CHAPEL-EN-LE-FRITH PARISH COUNCIL MINUTES OF THE MEETING OF THE PARISH PLANNING COMMITTEE Meeting Held: Tuesday 8th November 2011 in the Annexe to the Town Hall, Chapel-en-le-Frith Present: Councillor Martin in the Chair Councillors McCarthy, Smith, M Harrison, Brook, FP Harrison Mrs Morrison Apologies: Councillors Mrs Batterbee, Mrs Street, Bradbury Absent: None At the start of the meeting there were twelve members of the public present. Before normal business commenced, the Chairman discussed a letter sent to the Planning committee from Mr Thompson regarding the redevelopment of the Dorma site in Whitehough as a potential housing development. As no planning application has been received, members discussed the positive and negative aspects of using this site for housing. One of the main restrictions to this site is that the area is a floodplain and the negative impact this would have on any houses built there, for example, it may prove difficult for potential buyers to purchase home insurance. DCC have recently cleared water courses on surrounding farm land which were adding to the problem but detailed plans of how to combat the drainage issues from Chapel By-pass will need to be compiled. The developers would also need to address the problems caused by two poorly designed culverts which flood and cause the road to be closed. The site is accessed by narrow country roads which are too small to accommodate additional footpaths and carry a large amount of vehicles in a safe manner. A solution to this could be to create a new access point from the Alderbrook side of the site. Whitehough is a small hamlet and its character should be preserved. A large scale development could alter the culture of the area and so needs to be designed to be sympathetic and have minimal impact on Whitehough. Currently Whitehough has no infrastructure in place to serve the residents, which have total dependency on Chinley for shops and schools. It has been Parish Council policy to identify brownfield sites as the first option for new housing developments, and the Dorma site was named in the response to the Core Strategy. By its size and availability, this site will play a large part in the overall targets that need to be met within the High Peak. 12/280 Plenary Powers Applications seeking Planning Permission or Approval to carry out development at locations within the Parish. Small hard-standing for turnout of miniature horses. Addition of side extension to existing shed for tool and fodder storage. Councillor FP Harrison declared an interest as members of his family use the facilities. Members had no objection to this application as the work proposed is related to the agricultural business, and the flood protection works are essential. 0303 Mr Rob Wakelin 21.11.2011 28 Ashbourne Lane, Chapel-en-le-Frith New carport extension to side of the house Members were unable to comment on the plans due to inadequate information being supplied. The plans did not contain any views of the proposed extension in relation to neighbouring properties and the description of the proposal is very misleading. 0530 Mr Capper 21.11.2011 The Oddfellows Arms, Whitehough Demolish existing smoking shelter construct a new natural stone extension to enable a new kitchen, toilet block and disabled toilet. Alterations to rear garden. Replace wrought iron fence with dry stone wall. Replace staircase, doors, windows, and all bedrooms with en-suite. Members have no objection to the alterations to the building as they are an improvement to the current design and will have a positive effect on the business. Members have asked that a condition be included that states the alterations to the rear garden do not include a smoking area and this is to be contained at the front of the premises as at present. 0420 Mrs Dilek Ordek 24.11.2011 96 Market Street, Chapel-en-le-Frith Change of use to hot food takeaway and signage. Members were not in favour of this premises being used as a takeaway due to the negative impact this will have on surrounding properties, especially the cottages situated behind it. Due to the close proximity to the cottages, the extractor fan will be very intrusive, with regards to both noise and smell. The ownership of the parking area behind the building was questioned as there is no indication in the application that the area was owned by the property. The use of this parking area should not be encouraged due to the dangerous nature of the access point, which is hidden between two commercial premises. It is extremely dangerous to both pedestrians and other road users. Also, this access point is often obstructed by users of the other commercial premises. Members also had great concerns over the stated closing times which are excessive, and again will have a negative impact on the neighbouring cottages. 0468 Mrs Samantha Franklin 27.10.11 35 Market Street, Chapel-en-le-Frith Change of use from office to retail – Dress agency for ladies clothes. Members had no objection to this application and welcomed the opening of another business in Chapel-en-le-Frith. 0503 Kelsa Truck Products Ltd 27.10.11 Bowden Hey Mill, Bowden Hey, Chapel-en-le-Frith Demolition of lean to extensions, part demolish of lean to storage building. Erection of a single storey portal frame building incorporating new staircase and a single storey lean to. Members had no objection as the works will not alter the amount of floor-space. Members support local businesses in the improvements needed to help run their workplace in a more efficient manner. 0457 Mr Peter Gregory 01.11.2011 6 High Street, Chapel-en-le-Frith Change of use from windows manufacturer to car showroom Members had no objection to this application and see an opportunity for the front of the premises to be vastly improved. No objection. 12/281 Appeals HPK/2011/0074 Mr Robert McDermott, Moult Farm, Back Eccles Lane. Appeal against the refusal of open boarded timber fencing on land at Moult Farm. 12/282 Notifications Permission 0495, 0474, 0483, 0502, Peak Park Permission NP/HPK/0811/0758 12/283 Improving Chapel-en-le-Frith Although there has been no official response to the list of improvements that were forwarded to HPBC, some areas of Chapel have been improved by the weed killing programme that has recently taken place. Councillor M Harrison reported on a meeting that was held with young people of Chapel with regards to improvements that need to be made to the Skate Park. The meeting was very successful with the users of the park giving some positive ideas of other ways the area can be improved and funding will be looked in to. The topograpgh has been stolen from Eccles Pike, much to the dismay of local residents. The police have been notified. Members suggested that it may be a good idea to mark other metal objects within the Parish, perhaps with Smart Water, to help protect them from being sold as scrap metal. The National Trust is looking into the insurance details before a replacement can be sought. Members were pleased to see that the bonfire on the Market Place is a popular community event, and had been successfully run by residents who have taken charge of the event. However, a more effective method needs to be found of protecting the sets in order to reduce the amount of damage caused. Monica Gillespie will be asked when the tree outside the dentists will be replaced. It was suggested that the parks staff could clear the litter from around the trees outside the dentists and put plants in to stop the area looking untidy. Currently, Chapel Market Place doesn’t fall under the ownership of the local councils and it was questioned as to whether Chapel Parish Council could take ownership of the area. This could possibly be achieved through the Land Registry and would mean that the area is maintained to a much higher standard and could easily be closed for events such as Remembrance Sunday. Members were all in agreement that this issue should be discussed at Full Council. 12/284 Conservation Areas Due to the timing of collections, some areas of Chapel are having problems with the change in the way cardboard is collected for recycling. As it is now left on the pavements along with the green box, it is being blown over the roads and not being picked up by the refuse collectors. 12/285 Public Footpaths The path between Bowden Lane to the Bypass is still closed. Councillor Mrs Morrison reported that the path from Frith View to Long Lane has improved due to the hedges being cut back. The footways throughout the parish will be dealt with as part of the countryside group of Chapel Vision. 12/286 Correspondence A notification to redirect the highway at Beelow Lane Dove Holes has been received from the Department for Transport, to allow works to be undertaken by RMC Aggregates. Members had no objection. 12/287 Street Lighting. DCC are looking at limiting the amount of time some street lights are lit in order to save money. Councillors identified that there were two main safety risk to this proposal; highway safety and personal safety. Although members support the idea, the locations for turning the lights off do need to be carefully considered. Public safety should not be compromised and other aids such as CCTV will also be affected by this. Members require more information about this proposal and would like to have an input on the selection of which lights to turn out. 12/288 Any Other Business Councillor FP Harrison has been selected as a member of the Peak Park National Authority. Members were reminded to be mindful of the Parish Councils principles when discussing locations on which new housing should be build, and to stand firm on these whether members of the public are present at the meetings or not. Members were also reminded that a planning application should be viewed before personal opinions are expressed so that no councillor is to be seen as supporting or opposing a development personally before the council submits a response. Members had no objections to the extension. 0483 Mr Roger Smith 29.09.11 Little Hollins, Chapel-en-le-Frith Erection of stand alone solar panels Given the modest size of the solar panels and the positioning of the property, members have no objection to the erection of stand alone panels in this particular instance. 0427 Mr and Mrs K Hughes 05.10.11 The willows, Tom Lane, Chapel-en-le-Frith Proposed double detached garage incorporating drive and parking. No objection providing the application meets all highway regulations. 0489 Mr C Badura 05.10.11 1 Anchor Fold, Chapel-en-le-Frith Detached garage No objection providing the replacement of the hedge provides adequate screening from Ashbourne Lane 0495 Mr Michael Merrick 05.10.11 2 Homestead Way, Chapel-en-le-Frith Single storey extension to existing garage. Councillor M Harrison declared an interest. No objection as there is enough room within the plot of land to ensure there is minimal impact on the neighbouring properties. 0502 Mr Nigel Webb 11.10.11 10 High Street, Chapel-en-le-Frith Change of use from residential to a complementary health clinic with ancillary residential accommodation. No objection. Members encourage the introduction of new businesses in the centre of town. 12/241 Appeals HPK/2011/0282 Members did not wish to add any further comments to those already submitted. 12/242 Notifications Permission 0451, CD1/0811/57 Refused 0426 12/243 Improving Chapel-en-le-Frith There has been no update from the HPBC walk round regarding the list of improvements that need to be made to the Parish of Chapel-en-el-Frith. HPBC have sprayed the weeds on the Market Place but a more efficient method of weed killing is needed. Councillors will monitor the effectiveness of the recent work over the next couple of weeks and discuss whether this is a job the Parish Council can take on. The Horderns Park Road signpost was removed due to the corrosion of the supporting frame but hasn’t been replaced. There is a hedge on the corner of the junction to Willow Drive and Rowton Grange that has grown to a large size. Although the hedge is well maintained it has spread over the footpath and this is evident by the amount of growth around the street sign. 12/244 Conservation Areas The area around the war memorial has been re-pointed ready for the rededication and thoughts were given to whether this could take place over the rest of the Market Place. It was decided that this would be costly and may not improve the overall look of the area. Other measures could be taken to aid weed suppression. These would be looked at by the regeneration group. The cobbles on the Market Place are in need of repair and thoughts were given to using antique looking sets that could be laid more evenly. The area at the top of Terrace Road has already been repaired to a high standard. 12/245 Public Footpaths The path from Bowden Lane across the bypass is still closed for repair. Many of the walks around chapel are poorly defined, leaving walkers heading in the wrong direction. Members have been asked to forward the numbers of the paths in need of extra signs so they can be passed on to DCC. 12/246 Correspondence A copy of the adopted Peak District National core strategy has been received. Proposed Waiting Restrictions; Hayfield Road East. Councillor McCarthy and Councillor Smith declared an interest as residents of this area of Chapel. Members identified that this area of road was primarily used by residents rather than visitors of the nearby businesses. Introducing the time restrictions will create pressure on other areas of Hayfield Road where residents currently struggle to park. RESOLVED Members were against the introduction of waiting times on Hayfield Road East, due to the adverse effect this will have on nearby residents. Proposed Waiting Restrictions; Market Place Members had no objections to the increase in waiting time to 1 hour as this will help local businesses but thought the positioning of the disabled bay should be moved. For this reason, this item will be discussed at the next Full Council meeting. RESOLVED This item will be discussed at the Full Council meeting in November 2011. Proposed Diversion of Bridleway No 181 Given the steep decent of this section of the footpath along the diversion and it leading the public onto the road, members were opposed to the diversion of the bridleway. RESOLVED Members opposed the diversion of bridleway 181 as it is not in public interest to take the path onto a section of the road. 12/247 Any Other Business The yellow lines have been painted along Manchester Road by the Frith View junction. It was asked that ward members give feedback as to whether the displacement of cars is affecting other areas along this section of road. The Peak Park has proposed to introduce a 20mph speed limit through towns. Members thought this would prove extremely difficult and costly to police. As every town would not benefit from the reduction in the speed limit, a blanket enforcement would not be necessary. CHAPEL-EN-LE-FRITH PARISH COUNCIL MINUTES OF THE MEETING OF THE PARISH PLANNING COMMITTEE Meeting Held: Tuesday 27th September 2011 in the Annexe to the Town Hall, Chapel-en-le-Frith Present: Councillor Martin in the Chair Councillors, Bradbury, McCarthy, Smith, M Harrison, Brook, SP Young Apologies: Councillors Mrs Batterbee, Mrs Street, Mrs Morrison, FP Harrison, Norton Absent: None 12/194 SHLAA Sites Members wish to submit the following comments to the areas indicated in the SHLAA Reports. Kelsa Trucks AS019 As this site is close in proximity to both industrial and residential land it could be developed for either use. Access for any development that was to take place would need to be through the existing road structure and not Bowden Lane as this road is unsuitable for heavy vehicular activity. Market St AS020 Members were not aware of this site and no map was provided. More information is needed for this site. Whitestones AS022 The number of houses that potentially could be built on this site, as specified in the report, would result in a gross overdevelopment of the land. Members agreed that that a row of executive housing would be better suited to the area, and this would fit well with the existing street scene. Meadow Lane Dove Holes AS030 Members though this site was suitable for housing, and could be used for social housing. Ferodo Zone B AS039 If a traffic management plan could be formulated for Hayfield Road, Members were in favour of this site being used for housing. Due to the lie of the land, a small row of terraced cottages would fit well on the edge of Burrfields which would mirror the existing row of houses opposite. Ferodo Stoddard Farm AS041 Members object strongly to this land being used for housing due to it being situated on rising ground. The greenfield site lies well outside the built up area of Chapel-en-le-Frith and has poor accessibility. Cromwell House AS042 Due to Cromwell House being a building of great significance, members would like to see it incorporated into the housing development. This area of land already benefits form adequate parking facilities and access points off Eccles Road. Chapel Garage Bower Coaches AS-08-004 Assuming that the garage has been incorporated into the re-development plans, Members have no objections to this site being used for housing. The relocation of the garage will remove the social problems residents are currently experiencing and allow for the site to be put to a better use. Members questioned the number of houses the site could accommodate as the number stated seems too few for the size of the plot. Bowers Coaches AS-08-005 More units could be allocated to this section of land as it is an ideal site for affordable housing. Somersets AS-08-008 This is a large plot of land that would provide Chapel-en-le-Frith with a good number of houses. As the site has two access points, the area would need to be split into two cul-de-sacs to avoid the estate being used as a short cut. The Factory and Thorncroft AS-08-009 This site is surrounded by residential areas so would be an ideal piece of land to be developed for more housing which would be an environmental improvement for surrounding properties. Access would need to be sought off Park Road and the issue of the adopting Old Park Road can be dealt with at the same time. Barlow Road AS033 If this piece of land were to become available, the Methodist Church would want to utilise the area. Manchester Road CSDP1326 The proposed figure of 33 houses would be a gross overdevelopment of the site however a restricted plot would be acceptable and could be seen as in-fill. At present the main drain is inadequate to service that number of properties and due to the location of the plot there would be a highway safety issue regarding access. At present, a planning application to add 1 house to the site has been refused. Hunts, Station Road CSG0195 Members questioned whether the re-development of this land would have an adverse effect if the plans to re-open Central Station were to go ahead. Long Lane, Chapel-en-le-Frith CSGO458a, CSGO458b, CSGO458c Members supported development on all of the above areas providing nothing is built on rising ground between the High School and the railway line. There are additional section of land along this road that haven’t been identified which would also be suitable for development. Hallsteads, Dove Holes CSG0457 Members had no objection to this site being re-developed but questioned why the area marked in red has not been suggested too. Beech Lane, Dove Holes AS017 In order to develop this area, a traffic management programme will need to be created for the whole of the area. To access the number of houses specified off Beech Lane as it stands now would not be possible. Alexander Road, Dove Holes AS018 As this site is land locked there will be no danger of the development spreading into adjoining areas so is idea to be used as an in-fill site. Meadow Lane, Dove Holes CS10630 Members had no objection due to the small scale of the proposed numbers. Homestead Way To develop the whole section of land that has been identified would result in houses being built on rising ground that goes beyond any boundary line created by existing dwellings and goes against the principal of developing Chapel-en-le-Frith. A more limited development of the lower reaches of the site, which does not encroach onto the rising ground past the current line of existing houses, would be acceptable. Members found that sites that had been identified by the Parish Council as suitable in-fill or re-development areas had not been included in the SHLAA reports. These areas include The Coal Yard, Chapel-en-le-Frith Dorma, this site lies on the boundary between Chapel and Chinley Parish Councils 2 areas along Long Lane High Peak 4x4 garage. An application has already been submitted to build apartments on the land. Councillor Young left the meeting at 8.25pm 12/195 Plenary Powers Applications seeking Planning Permission or Approval to carry out development at locations within the Parish. The Committee considered in turn four applications to carry out developments within the Parish and it was RESOLVED: That the following comments be sent to the relevant Planning Authority. 0451 Mr and Mrs. John Harrison 20.09.11 1 Reddish Green, Bowden Lane, Chapel-en-le-Frith Proposed conservatory and extended height of boundary wall Members had no objection to this application as there will be no adverse effects on neighbouring properties. 0360 Mr Colin Mealey 27.09.11 Linford, Tom Lane, Chapel-en-le-Frith Retrospective application for Juliet style balcony and French doors to the rear of the property No objection. The balcony is already in place and members considered it to not be visually intrusive. 0416 Mr David Wright 27.09.11 The Workshop, The Beeches, Marsh Hall Lane, Chapel-en-le-Frith Change of use from workshop to live/work unit. No objection as the proposed changes are within the original footprint of the building. Members considered it to be a good use of the building. 0474 Mr W Farley 27.09.11 Danehey, Combs Road, Combs Single storey extension to form garage and living accommodation for dependant relative. Members had no objection to this application as the property is set within a large site. However, the roofline of the hallway joining the two buildings should be raised to meet that of the existing roof to create a more fluid look to the extension 12/196 Appeals HPK/2011/0327 Members did not wish to add any further comments to those already submitted. 12/197 Notifications Permission 0404 Refused 0336 Application for a certificate of lawfulness HPK/2011/0370 12/198 Improving Chapel-en-le-Frith Discussions need to take place with HPBC to determine which of the tasks can be taken over by the Parish Council. A meeting is taking place to discuss the Improving Chapel-en-el-Frith list by the HPBC councillors and Mark Trillo. At present there is no representative of the Parish council attending. A large mirror has been removed from the cross roads between Eccles Road and Crossings Road by DCC. Although it was stated its removal was due to a Health and Safety hazard, it has now put drivers in a dangerous position when approaching from the Eccles Pike side of the road. DCC will be asked if they have any plans to reinstate the mirror or an alternative solution to the problem. After the relocation of the bus stop on Manchester Road opposite the Crossings Road junction, the litter bin remains in the same place. It is thought it would serve to be more useful on the opposite side of the road where the bus stop is regularly used by school children from the High School. 12/199 Conservation Areas The tree what has been damaged outside Chapel Dentists will be added to the list for replacement planting this winter. 12/200 Public Footpaths The footpath leading from the Miry Meadow car park, and the car park itself need cleaning. 12/201 Correspondence Mr Aries of Chapel Civic Society has written to the council asking for assistance in improving the untidiness of Chapel. Members agreed that this will be looked at during the Full council meeting. Isobel Mullgan has asked that Councillor’s make the residents of Bowden Lane be aware that access is needed at all times for the Community Bus to reach a resident who lives there. This matter will be discussed at Full Council due to the on-going issue of the problem including the new road markings. 12/202 Any Other Business Now that the trees have been cleared at Hillcrest a small building can be seen. This is not a new addition. CD1/0811/57 Proposed supply of new gates. Re build wall. Installation of security fencing to depot access, DCC Sheffield Rd, Chapel-en-le-Frith. The comments submitted were of no objection but asked that the security fencing be painted a non-intrusive colour such as dark green. The Committee considered in turn six applications to carry out developments within the Parish and it was RESOLVED: That the following comments be sent to the relevant Planning Authority. 0404 Dr Amanda Ashby 18.08.11 17 Market Street, Chapel-en-le-Frith Change of use. No alterations to exterior and the existing signage will be re-branded. No objection. 0318 Mr Nicholas Topley 18.08.11 15 High Street, Chapel-en-le-Frith To convert the second storey flat roof to the rear of the property to a hipped/pitched roof with blue slate. Members had no objection to this application as the conversion of the roof will be a vast improvement to the building. 0336 Mr Ian Wright 18.08.11 80 Manchester Road, Chapel-en-le-Frith New porch to front and single storey double garage to side Members had no objections to the proposed porch and garage, but thought the design of the additional buildings was somewhat incongruous. Members questioned the size of the garage as the dimensions do not match those of a single storey building. 0412 Dr Donna Dallas-Skerry 25.08.11 25 Market Place, Chapel-en-le-Frith Proposed change of use from offices to Children’s Day Nursery Members very strongly object to this application. The neighbouring properties would suffer from a loss of amenity from both the noise created from the children and the large number of additional vehicles to the area. The location is unsuitable for a business that requires a large number of visitors given that the Market Place is a busy area which already struggles to accommodate the existing traffic. Members would like to submit the comments used on the previous applications. Members had no objection to the building being used as child care facilities, but the provisions made for parking are not adequate. Considerable concern was expressed for the disruption of parking on the Market Place, traffic flow, and Church activities by the addition of extra stationery vehicles to an already congested area. After reading the comments made by the inspector in the appeal report, Members would like to stress the impact that extra vehicular movements would have on an already congested Market Place. With their good local knowledge of the area, Members can see the difficulties faced by parents having to park to drop their children off at this facility, which will undoubtedly result in illegal parking. At present the Market Place is often brought to a stand-still by church activities and commercial vehicles attending to both the public houses and the convenience store. The boundary fence was also an issue as an extremely tall, long, wooden fence is incompatible within the Conservation Area, which has primarily stone walls. 0426 Mr Alan Peach 01.09.11 18 Brooklands Ave, Chapel-en-le-Frith Single storey extension to the front of bungalow. Members considered the proposed extension to be an over-development of the site and had concerns about the side windows overlooking neighbouring properties. Peak Park 0758 Mr and Mrs Hall 30.08.11 Hazelhurst Farm, Combs. Fitting of Solar PV panels to barn roof. Members had no objection to this application, providing all conditions stated in Class A of the ‘Installation of Domestic Microgeneration Equipment’ of the Town and Country Planning Order 2008 are met. Councillor Mrs Street declared an interest as she has a financial interest in a neighbouring property.
