CHAPEL-EN-LE-FRITH PARISH COUNCIL MINUTES OF THE MEETING OF THE PARISH PLANNING COMMITTEE Meeting Held: Tuesday 8th June 2010 in the Annexe of the Town Hall, Chapel-en-le-Frith Present: Councillor Martin in the Chair Councillors Smith, FP Harrison, M Harrison, Mrs Armstrong, Mrs Young Apologies: Councillors Mrs Batterbee, Mrs Bayirli, McCarthy Absent: Councillor Norton, Brookfield, Clarey 11/61 Election of Chairman Councillor Smith proposed, and Councillor M Harrison seconded, that Councillor Martin be elected as Chairman Resolved: That Councillor Martin be elected as Chairman for the period until the next Annual Meeting of the Planning Committee. 11/62 Election of Vice Chairman Councillor Smith proposed, and Councillor M Harrison seconded, that Councillor Mrs Young be elected as Vice Chairman Resolved: That Councillor Mrs Young be elected as Chairman for the period until the next Annual Meeting of the Planning Committee. Members agreed to discuss the Local Transport Futures Questionnaire first to allow Councillor M Harrison to be present. Members decided that individual submissions will be made, with any important aspects to be forwarded to the Assistant Clerk to be collated and sent as a Parish Council response. Members also discussed the Joint Core Strategy plan. It was decided that this be discussed at the Full Council meeting. A meeting will take place on Wednesday 21st July at 10am at Chapel Town Hall which will be attended by Kate Morten and Isobel Bellamy to inform Councillors about Affordable Housing in the area. Councillors M Harrison and Mrs Armstrong left the meeting at 7.55pm. 11/63 Plenary Powers Applications seeking Planning Permission or Approval to carry out development at locations within the Parish. The Committee considered in turn eight applications to carry out developments within the Parish and it was RESOLVED: That the following comments be sent to the relevant Planning Authority. 0226 Mrs Glenys Quayle 20.05.10 Deanes Fort, Bradshawe Lane, Cockyard, Chapel-en-le-Frith Extension to form new kitchen and WC No objection. The extension doesn’t affect the main street-scene. 0229 Mr and Mrs Patrick Walker 20.05.10 142 Manchester Road, Chapel-en-le-Frith Proposed rear first floor extension and single storey roof extension No objection. The proposed extension improves the visual aspect of the building and fits with surrounding houses. 0235 Mr and Mrs Murray Maccallum 20.05.10 Brookfield, Combs Road, Chapel-en-le-Frith Demolition of existing garage/utility room, and erection of new two-storey gable extension. No objection. The addition is compatible with the existing building and improves the overall design of the dwelling. 0178 Mr L Stoker 21.05.10 20 Crossings Road, Chapel-en-le-Frith Proposed front porch Members had no objection to the addition of the porch, but were concerned about its close proximity to number 22 Crossings Road. 0227 Miss Claire Young 26.05.10 87 Market Street, Chapel-en-le-Frith Application for consent to display advertising. No objection. 0244 Mrs Sue Canham 08.06.10 45 Horsefair Avenue, Chapel-en-le-Frith Demolition of conservatory and construction of new gabled rear extension with attic bedroom over. Councillor Smith declared an interest as a family member was the applicants architect. No objection as the addition is at the rear of the dwelling and doesn’t impact on neighbouring property. 0249 Mr Scott Moss 08.06.10 Brookfold, The Wash, Chapel-en-le-Frith Erection of detached garage/agricultural store No objection as all materials are matching those of surrounding buildings. Members thought this was an imaginative design to incorporate the hillside. 0262 Mr and Mrs K Hope 08.06.10 146 Manchester Road, Chapel-en-le-Frith Proposed open porch on front elevation of house. Members generally approved of this application, but thought it could be considered incongruous to the original building. Councillor FP Harrison left the meeting at 8.35pm 11/64 Appeals 0003, Blythe House, Eccles Fold. Enforcement Action The Coach House, Benneston Hall, Sparrowpit. The erection of an extension without planning permission. 11/65 Notifications Permission 0119, 0174, 0191 11/66 Conservation Areas Members were informed that it is no longer the responsibility of DCC to repair the aggregate after utility services have been working on the footpaths. As the utility companies will now have to replace the stone themselves there is no way of organising a complete repair job before the Carnival and Well Dressing ceremonies. High Peak Borough Council will be asked when the hanging baskets will be put up in Chapel. 11/67 Public Footpaths None 11/68 Inappropriate Commercial Signs High Peak Borough Council have given the following information Signs can be displayed on land where any building, engineering or construction works are being carried out, however the advertisement regulations require any sign to be removed once the works are completed. If they are not removed the Council has powers to take action against the person/company displaying the advert. 11/69 Correspondence Kate Morten and Isobel Bellamay will be happy to talk to the Councillors regarding Affordable Housing on Wednesday 21st July at 10am. All members of the Council have been asked to attend. 11/70 Any Other Business The tourist sign at Stoddart Mews will be moved to its correct location shortly. Due to health and safety issues, the tourist sign situated on the bypass will be moved in July when the bypass will already be closed to allow other works to be carried out. An application has been submitted to High Peak Borough Council for a Listed Buildings Consent to be granted for the War Memorial so that restoration works can take place. CHAPEL-EN-LE-FRITH PARISH COUNCIL MINUTES OF THE MEETING OF THE PARISH PLANNING COMMITTEE Meeting Held: Wednesday 12th May 2010 in the Hall of the Town Hall, Chapel-en-le-Frith Present: Councillor Mrs Young in the Chair Councillors Martin, Smith, Clarey, Brookfield, Mrs Armstrong, Apologies: Councillors FP Harrison, Mrs Batterbee Absent: Councillor McCarthy, Norton, Mrs Bayirl, 11/28 Election of Chairman There were no members present at the meeting who wished to take up the position of Chairman, therefore, Councillor Martin proposed and Councillor Mrs Armstrong seconded, that a chairman be elected for this meeting only and that the first agenda item at the next meeting be the election of Chairman. Resolved: Councillor Mrs Young is elected as Chairman for this meeting and a new Chairman be elected at the next planning meeting. 11/29 Election of Vice Chairman There were no members present at the meeting who wished to take up the position of Vice Chairman, therefore, Councillor Martin proposed and Councillor Mrs Armstrong seconded, to refer the election of Vice Chairman to the next planning meeting. Resolved: A Vice Chairman will be elected at the next planning meeting. 11/30 Plenary Powers Applications seeking Planning Permission or Approval to carry out development at locations within the Parish. The Committee considered in turn one application to carry out developments within the Parish and it was RESOLVED: That the following comments be sent to the relevant Planning Authority. 0191 Mr Andrew Woodward 30.04.10 Top Eccles Farm, Eccles Road, Whaley Bridge Front porch to detached dwelling, to replace existing. Members had no objection. Although the new porch distorts the façade of the building, it has a more sympathetic design than the existing porch and the new materials will match the dwelling. 11/31 Appeals None 11/32 Notifications Permission 0117, 0089, Refused 0108, 0127 Peak Park Permission NP/HPK/0210/0116 11/33 Conservation Areas High Peak Borough Council will be contacted regarding the untidiness of Chapel Market Place. The uneven cobbles are a dangerous trip hazard and there are weeds growing between the sets. As members of the Civic Society, Councillors Martin and Smith declared an interest. The Hearse House has been recently painted which has improved the façade of the building. There has also been a drastic improvement to the front of the Computer Man shop due a re-paint.
11/34 Public Footpaths No action has been taken towards improving the footpath on Marsh Hall Lane, although the matter is being dealt with by DCC. There has been an increase in the amount of dog faeces being left on the pavement in recent weeks which is not acceptable; especially on the footpaths leading to the schools, and also a general decline in the cleanliness of the footpaths. These points will be raised at the next Full Council meeting in the view that they will be discussed with Mr Green on the next ‘walk-round’. 11/35 Inappropriate Commercial Signs Members commented on the length of time that commercial advertising boards are left out after a project has finished i.e. Clear View Window boards that are left in peoples gardens for months after new windows have been installed. High Peak Borough Council will be asked whose responsibility it is to take them down and the length of time they can stay up with no permission given. Councillor Martin informed the committee that the Clean Team can be alerted to advertising signs on lamp posts and they will remove them. 11/36 Correspondence A reply has been received from HPBC Planning Department regarding the amount of A3 applications in one area after enquiries were made by the owner of the Stocks Café about a recent influx of cafes in Chapel town centre. It states that several policies are used to determine each application, and they are all considered in their own merits. It was stated that all applications should not undermine the vitality or viability of any existing town or local centre. Members had two views on the matter
Kate Morten and Isobel Bellamy will be happy to come and talk to the Planning Committee regarding affordable housing in the Parish. I am currently arranging a date for this to take place and will notify Councillors in due course. 11/37 Any Other Business High Peak Borough Council Enforcement officers have asked the Parish Council and Regeneration Partnership to re-locate two of the new tourist signs, although DCC have no objections to the current positions. A meeting will take place between the Clerk, Councillor Smith and Harold Longden of DCC to find a solution to the problem. The view of the Council is that as DCC erected the signs, they should move them at their own costs. A resident has asked if there are any plans to reinstate the ‘Target Wall’. The wall was demolished in 1991 and some of the stone is now located in Chapel Memorial Park, being used as a monument for the perfume garden. The Parish Council understands the sentimental meaning to some of the residents but as the remainder of the stone is not present, and it was located on private land, this is not possible. Businesses in Chapel have questioned the reason behind the lack of recycling collections for them. Collections could be taking place as the same time as the domestic collections so it would not be an extra cost to the Borough Council, and would increase the amount of recycling in the area. At present there are no plans to add businesses to the recycling schedule. A meeting has taken place between Councillors and DCC regarding the grass cutting schedule in the area. There is no schedule in place at the moment and Members were questioning the frequency of the grass cutting and whether the grass will be removed after each visit. All complaints regarding this should be passed onto the Parish Office who will arrange for the contractors to be notified. The Committee considered in turn three applications to carry out developments within the Parish and it was RESOLVED: That the following comments be sent to the relevant Planning Authority. 0144 Mr Jason Adshead 14.04.10 33 Bowden Lane, Chapel-en-le-Frith Proposed rear extension Members were not in favour of this application due to the incongruous roof line and the unattractive design. Members thought the extension would have a negative impact on neighbouring properties on the Crescent. 0119 Mrs Sarah Plant 23.04.10 22 Cowlow Lane, Dove Holes Construction of car port at side of house incorporating existing walls. No objection providing the materials used match those of the house. 0174 Mr Peter Smith 23.04.10 Willshaw, Whitehough Head Lane, Whitehough Removal of planning conditions to allow the Coach-House to be sold and occupied as a separate dwelling. Members have asked Councillor Chris Pearson to ‘call-in’ this application as they had concerns over the applicant’s agent. Members supported the conditions attached to the conversion of the Coach House and would not like to see the dwelling be separated from the main house. Members would also like to ask an officer to visit the site to see the damage to a front wall caused by the applicant, which needs repairing as the site is in the conservation area. 10/398 Appeals None 10/399 Notifications Permission 0092 Refused 0006, 0717, 0625 Peak Park Refusal 0014 DCC Permission CD1/0909/126 10/400 Conservation Areas Councillor Smith will follow up the extension to be made on parking times on Chapel Market Place. It was proposed that the time be increased from 40 minutes to 60 minutes to allow residents to use the local amenities. A property on Hayfield Road has repositioned the entrance to their garage to allow them to drive straight from the road into the garage, forcing them to cross a footpath. Enquiries will be made to see if planning permission will be needed. 10/401 Public Footpaths None 10/402 Correspondence The complaint about the footpath at Downlea Barn is being dealt with by Mark Atherton. Monica Gillespie has asked the contractors to clear away the felled tree on the Linear footpath A copy of the letter sent by Robin Cummings to Morrisons, asking them to clear the site of the litter, has been received. An annual liaison meeting between Peak District National Park Authority and parish councils will take place on Monday 12th July at 6pm. Please could you let me know if you wish to attend. 10/403 Inappropriate Commercial Signs The new signage on the Daily News shop was discussed and it was decided that the over-all feeling when discussed at the full council meeting was to take no action against it. 10/404 Any Other Business The owner of the Stocks café has asked what the Parish Councils view is on A3 applicants, as there has been a recent influx of new cafes and takeaways in Chapel. Councillor Mike Smith will inform the owner that the Parish Council do not have an policies in place when commenting on this kind of application; and also inform him of the Boroughs policies on this matter. The Committee considered in turn seven applications to carry out developments within the Parish and it was RESOLVED: That the following comments be sent to the relevant Planning Authority. 0089 Mrs Sara Smith 17.03.10 In a Pickle, 31 Market Street, Chape-en-le-Frith 1x ‘Illy’ coffee illuminated sign. Retrospective planning application. As a general policy, Members do not like internally illuminated commercial signs to be displayed in the conservation area. 0111 Mr Marcus Wood 17.03.10 23 Market Place, Chapel-en-le-Frith Change of use from commercial to domestic. Include replacing windows and doors. No objection. Members applauded this application and thought the changes would be a great improvement to the front of the building. 0108 Dr Donna Dallas-Skerry 19.03.10 25 Chapel House, Market Place, Chapel-en-le-Frith Change of use from offices to childcare facility. A letter of objection from a neighbouring resident was read to Members. Members would like to submit their previous comments Members had no objection to the building being used as child care facilities, but the provisions made for parking are not adequate. Considerable concern was expressed for the disruption of parking on the Market Place, traffic flow and Church activities by the addition of extra stationery vehicles to an already congested area. After reading the comments made by the inspector in the appeal report, Members would like to stress the impact that extra vehicular movements would have on an already congested Market Place. With their good local knowledge of the area, Members can see the difficulties faced by parents having to park to drop their children off at this facility, which will undoubtedly result in illegal parking. At present the Market Place is often brought to a stand-still by church activities and commercial vehicles attending to both the public houses and the convenience store. The boundary fence was also an issue as an extremely tall, long, wooden fence is incompatible within the Conservation Area, which has primarily stone walls. 0117 Mr David Butcher 26.03.10 Briarwood, Tunstead Milton, Whaley Bridge Replacement of low-pitched roof, and raising of part of the roof to bungalow, which will include raising the wall slightly to level up fascias. No objection. Members thought the current design of the house was inconsistent and the changes to the roof will be an improvement to the building. 0134 Mr Lee Forman 30.03.10 The Cockyard, Manchester Road, Chapel-en-le-Frith Conversion of church mission to staff annexe , meeting room and office. Members would like to submit their previous comments and add that the removal of the building would be an improvement to the area as it obstructs views of the unspoilt countryside. Members had no objection to the planning application, but thought the site could be put to better use. CW1/0310/217 30.03.10 United Utilities Manchester Road, Tunstead Milton Temporarily widen an existing farm access to facilitate the construction of underground pipe. No objection. Peak Park 0191 Mr and Mrs Maher 16.03.10 Hillside Farm, Combs Single storey rear extension Members thought that the applicants proposal of building this smaller extension instead of the larger one, already given permission, had merit. Concerns regarding the size of the extension were raised, as in comparison to the original building, the new addition is disproportionate and overbearing. 10/373 Appeals None 10/374 Notifications Permission 0028, 0757, 0542, 0066 Refused 0003 Peak Park Permission 0124, 0032 10/375 Conservation Areas None 10/376 Public Footpaths Mr Cummings has visited the manager of Morrisons and a litter pick will take place shortly. The areas identified will also be included in their cleaning schedule. A letter has been received from residents concerning an impassable section of footpath between Downlea Barn and Marsh Hall Barn. The letter will be forwarded onto DCC Footpath officer. A tree has been felled along the linear footpath by a firm acting on HPBCs behalf but has not been cleared away. Parts of the tree have now been used to block the river by children who play in the area. A letter will be sent to Monica Gillespie asking her to instruct the firm who carried out the work to remove the tree. 10/377 Correspondence A reply has been received from DCC regarding the untidy state of the depot at Barmoor Clough. It states that the area is not considered untidy by the site manager and contains no waste materials; therefore no action will be taken. The Committee considered in turn nine applications to carry out developments within the Parish and it was RESOLVED: That the following comments be sent to the relevant Planning Authority. 0066 Mr and Mrs Wilkinson 18.02.10 Warmbrook Barn, Thornell Close, Chapel-en-le-Frith Proposed single storey extension and alteration to window. No objection. The building is on a large plot of land and the proposed works are not of an obtrusive nature. 0717 Mr Karl Gwinnett 02.03.10 8 Market Street, Chapel-en-le-Frith Single storey side extension with hipped roof over, integral roof garden for 1st floor flat and internal alterations to create two flats at 1st floor level from existing single flat. Members were in favour of an extension to this part of the building to remove the unsightly gap which is currently there. However, the proposed works do not follow the design of the existing building and would not be in-keeping with the street-scene. Members would like to see the design of the extension altered to incorporate the façade of the original shop front. 0077 Mr Lee Forman 05.03.10 The Hanging Gate, Cockyard, Chapel-en-le-Frith Conversion of Church Mission to staff annexe, meeting room and office. Members had no objection to the planning application, but thought the site could be put to better use. 0006 Mr Darren Hoban 05.03.10 33 Longson Road, Chapel-en-le-Frith Erection of two storey 3 bed detached house. Due to the complexity of the site, members recommend a site visit by the planning officer. Members had no objection to the erection of a family house in this location, but thought the house could be situated on the site in better position. 0625 Mr Nicholas Chalkley 05.03.10 20 Burrfields Road, Chapel-en-le-Frith New dormer roof light to front and rear elevations and extension to rear of property forming WC and utility room. No objection. The alterations are in-keeping with the character of the location. 0091 Mr Charles Wilson 0092 Eccles House, Back Eccles Lane Listed building application and change of use of an ancillary outbuilding previously used as a coach house and stables into 3x 2bed holiday units. Members were very concerned that the supporting papers for this application were printed on HPBC headed note paper, as this may imply to members of the public that this is a Borough Council application, or is supported by them. After speaking to the planning department, a replacement copy is to be sent. Members had no objection to the development which is an incredibly sensitive conversion and has not corrupted the original look of the building. The addition of the holiday homes would help meet the local need for these within the Peak. CD1/0909/126 DCC 23.02.10 8 Hallsteads, Dove Holes, External works to include car parking provision, location f skips, demolition of existing dilapidated block and installation of an access ramp to the main building. No objection, although Members would like to see steps taken to minimise the noise associated with the use of skips in this location, as it is within close proximity to residential areas. Peak Park 0116 Mr John Moorcroft 23.02.10 Bolt Edge Farm, Dove Holes New Agricultural building (implement store) to replace existing dilapidated building. No objection, although Members would prefer the new building to be painted ‘Peak Park’ green instead of brown. 0114 Mr Daniel Hodgson 23.02.10 Ford House, Ford, Chapel-en-le-Frith Demolition of 2/3rds of conservatory outbuilding and associated high wall to west. No objection providing all works meet with the recommendations of the Conservation officer. 10/365 Appeals None 10/366 Notifications Permission 0027 10/367 Listed Buildings Members are awaiting a reply from HPBC regarding Wilshaw, Whitehough. 10/368 Conservation Areas Members asked for information to be found regarding the relocation of Bowers Coaches from Hayfield Road, Chapel. The steps leading to the Market Place, Chapel, have been repaired with tarmac. This is the heart of Chapels Conservation Area and a letter will be sent to HPBC asking for the permanent solution to be an enhancement to the area and be replaced with a stone flag as the rest of the Market Place. 10/369 Public Footpaths Morrison’s have cleared some of the rubbish from the rear of the shop although the area has not been completely cleaned. A letter will be sent to Morrison’s requesting that the area be cleared on a regular basis as it is an eyesore and a health hazard. A letter will also be sent to HPBC environmental services detailing the problems of litter in this area and also on the edge of the walkway leading into the car park at Morrison’s. HPBC clean team will be asked to clear the path leading from High Street to Hordens Road, past the photography studio, Chapel. 10/370 Correspondence The parish office now has a hard copy of the presentation given by Mr. Mike Green. 10/371 Any Other Business A complaint has been received regarding the positioning of the new tourist sign on Hayfield Road, although a recommendation has been given to take no action. The Town Hall forecourt is in need of restoration but a HERS grant will only support an application to restore the area to its original look. The Planning meeting started at 8.30pm 10/321 Plenary Powers Applications seeking Planning Permission or Approval to carry out development at locations within the Parish. The Committee considered in turn five applications to carry out developments within the Parish and it was RESOLVED: That the following comments be sent to the relevant Planning Authority. 0542 Mr David Johnson 03.02.10 26 South Head Drive, Chapel-en-le-Frith First floor extension over garage forming two additional bedrooms. Councillor Smith declared an interest. No objection. Providing all materials match the existing, Members thought the extension was similar in design to those on surrounding properties and fitted into the street scene well. 0018 Mr Michael Dean 03.02.10 Swan Cottage, Whitehough Head Lane, Whitehough New pitched roof to be built on existing flat-roofed bay window. No objection. Members thought this was a sensitive addition in the Conservation area and was a visual improvement to the property. 0022 Mr Andy Butler 03.02.10 Ollerenshaw Farm, Eccles Road. The section of the Linear Footpath which runs through the field onto Park Road is in need of restoration work as the track had disappeared. 10/298 Correspondence The unacceptable state of the recycling sites in Chapel-en-le-Frith has brought complaints from both Councillors and residents. The sites are overflowing and are an eye-sore. Due to the cancelled bin collections in Chapel due to the weather, residents have also been dumping house-hold waste at these points. A new ‘disaster recovery’ plan needs to be devised to limit the effects felt after such events in the future. High Peak Borough Council have been made aware of the problem and are looking for a solution. The small carpark on Hayfield Road has been inspected by DCC and a report detailing the works to be carried out has been forwarded onto the developer. We will be kept informed of any further developments. 10/299 Any Other Business A date has been requested for a training session on the computerisation of planning applications. Councillor Mrs Young is going to advertise the next training session with Mike Green in the Buxton Advertiser so members of the public can attend. This is not possible as the fungus may have already been present. HPBC have informed the site owner that a replacement tree is required and will persue this matter with the owner. HPBC have responded to the request to remove the vehicles that have been parked on Milton Lane, Tunstead Milton to say they are parked on private property and have no power to remove them unless the land owner reports the problem. Andy Ellis will be informed about the large container at 1 Frith View which is in the garden. He will also be sent a letter regarding planning application HPK/2006/0143. The application to increase the number of vehicles that can be stored on land opposite The Ceadars, Milton Lane, Tunstead Milton was refused and now vehicles are being parked in the verge and on the edge of the highway.
