John Hanbrook is pushing for the aggregate restoration to be complete before the well dressings. A letter will be sent to High Peak Borough Council thanking them and the Clean Team for the speedy and thorough clean which took place after Chapel Carnival. 09/74 Public Footpaths The steps leading from Terrace Road to Market Street are still covered by an overhanging tree and unfortunately neither High Peak Borough Council nor Derbyshire County Council can act as the path is marked as private. The Burrfields Path leading to The Hall is subject to flooding and will need to be monitored closely. Footpath 45, which runs through the field on Station Road will also need to be monitored closely as it floods with slurry in wet weather. 09/75 Correspondence Notification has been given for a temporary speed limit on the B5470 caused by carriageway surface dressing. Members commented that it was a tasteful design and was well suited to the area 0263 Mrs Maxine Shaw 13.05.08 25 Grange Park Road, Chapel-en-le-Frith Addition of a larger entrance porch and pitched roof to front of property and the demolition of the existing single storey extension to be replaced with a new rear extension. No Objection. The addition of the new entrance porch would create a far more aesthetically pleasing design. 0306 Peakdale Molecular 15.05.08 Frith Knoll Road, Chapel-en-le-Frith Temporary change of use of land for car parking. No Objection. However, members expressed concern that this should remain only as a temporary measure in order to protect any future development on adjacent land, which is owned by the Parish Council. Any work on the area that will be carried out should not, in any way, inhibit the development of surrounding land. 0287 Chapel-en-le-Frith Golf Club 19.05.08 The Cockyard, Manchester Road, Chapel-en-le-Frith Extension to provide additional covered storage area. No Objection. As the site is visible from Eccles Pike, members strongly recommended that the roofing material should only be green coloured corrugated aluminium and not galvanized steel, in order to protect the view. 0336 Mr Maurice Barwick 20.05.08 Bullring View, 28 Hallsteads, Dove Holes Proposed first floor extension over existing garage. No Objection 0331 Mrs Pauline Andrew 27.05.08 Ashworth House, Long Lane, Chapel-en-le-Frith Change of use to small residential care home for three residents No Objection, however, members stressed the importance of having an adequate parking and turning area due to the nature of Long Lane. The property is situated next to a school and the road has a busy flow of traffic and pedestrians at peak times. 0359 Mr Ian Dalton 27.05.08 18 Grange Park Avenue, Chapel-en-le-Frith Proposed single storey side and rear extension, internal alterations and closing off first floor windows. Members objected to this proposed development as the design detrimentally changes the character of the street scape and is out of keeping with other properties in the area. The refusal reasons of application HPK/2007/0881 should be upheld. CD1/0408/14 Derbyshire County Council 13.05.08 DCC Depot, Sheffield Road, Chapel-en-le-Frith Proposed widening of access point to salt heap so deliveries can be made safely. Planting of hedge/screening to salt heap. As this site is a gateway to Chapel-en-le-Frith it is vital that adequate and effective screening is provided. However, due to a lack of information on both the type of screening and sight lines of the splayed access point, members found it impossible to comment fully. A site meeting has been requested with John Hambrook at DCC to discuss the matter further. 09/38 Appeals HPK/2007/0628 09/39 Notifications Granted 0187, 0125, 0130, 0115, 0203, 0146, 0211, 0213, 0225, 0189, 0102 Refused 0161 Members requested a copy of the permission letter for HPK/2008/0115 so that the conditions regarding the protected trees could be read. 09/40 Conservation Areas A letter is to be sent to DCC Highways regarding a broken bollard which is causing cars to mount the pavement on Hayfield Road, Chapel-en-le-Frith. A new shop sign has been erected on a laundry service shop on Eccles Road that is not suitable for the Conservation area; a letter will be sent to HPBC planning in order for a site visit to take place. 09/41 Public Footpaths Street light 95097 is out on Longmeade Drive and will be reported to DCC. Footpath 45 which runs across a field on Station Road is full of slurry and will need to be inspected by Derbyshire County Council footpath officer. Sight lines from Burnside Way Bridge are being restricted by an overgrown bush and will be reported to HPBC. No warning signs have been erected by works carried out on the road at the site of the new development after the roundabout on Bowden Hey. A temporary fence has been erected by the collapsed embankment on the Linear Path, as reported at the previous meeting. 09/42 Correspondence A hard copy of High Peak Saved Local Plan Policies will be kept in the Parish Council Office. The document can also be viewed on the High Peak Borough Council website A reply has been received from Paul Edwards regarding the proposed change of priorities at the junction between Eccles Road and Midland Road. He insisted that any change would not be approved without careful consideration and the end decision would be the one that would prove the safest for both road users and pedestrians. As this area is an important gateway to both Chapel-en-le-Frith and the High Peak it is essential that all work undertaken will be in keeping with the surrounding areas. Members request that adequate measures are taken to add sufficient screening. 09/28 Appeals None 09/29 Notifications Granted 0091, 0142, 0122, HPK 0150 Refused 0118 Members asked that a letter be wrote to County Highways regarding the conditions of 0091, Ray Butler and Sons, asking for clarification about the change of priorities at the road junction. Concerns were raised about the speed the lorries would reach along Midland Road, without having to give way at the cross roads. 09/30 Conservation Areas Members have asked that a letter is sent to John Hanbrook asking that the annual restoration of the footpath aggregates be completed now due to the forthcoming events within Chapel-en-le-Frith. A letter will be sent to Derbyshire County Council Highways regarding the rubble that has been left after the building of the ‘Give Way to On Coming Traffic’ sign on Hayfield road. 09/31 Public Footpaths It was commented on how well the footpath surveys were coming along, as completed by the Civic society. It was asked that the Parish Council receive a copy of each completed form. A letter will be sent to the environmental agency regarding the immediate remedial work that needs to be carried out on the river embankment on the west side of Smith Brook Close, behind Courses View. A concrete plinth has collapsed into the river taking the safety fence with it. Two additional plinths also look dangerous. Once the build is complete the paths will be checked again to ensure adequate drainage has been included. A complaint has been received from a member of the public concerning the unsightly mess left on the Market Place over the weekend. A request will be made to High Peak Borough Council to see if the Market Place can be cleaned earlier due to it being in the heart of the conservation area, and being surrounded by pubs and food outlets. The steps leading from Terrace Road to Market Street are also in need of a clean as an overhanging tree has created a large amount of wet leaves which have gathered and is now a slip hazard. Cllr Mrs Young has sent photos of the waterlogged area under the bridge on Manchester Road to the relevant services and the problem is now being dealt with. 08/353 Correspondence A reply has been received from Adrian Fisher regarding the boarded windows at the Memorial Club. It states that he will ensure that the site is inspected although the ability to act on ‘untidy sites’ is limited. A reply has been received from the manager at Morrisons who has informed me that the site has now been cleared as complaints were received at the store from members of the public. 08/354 Any Other Business Councillors Martin, M. Harrison, Smith and Norton have looked into the sites for new housing and have created a list of ‘in-fill’ sites. These have been sent to the company dealing with the issue. A large name stone has been erected on a grass verge by a bungalow at the bottom of Tom Lane, Tunstead Milton which is unsightly. It has been asked that the ward councillor look into this and I have passed the information onto Cllr. Harrison. The Committee considered in turn two applications to carry out developments within the Parish and it was RESOLVED: That the following comments be sent to the relevant Planning Authority. Application No Proposed Location and Development 0134 Williams (HS) LTD 12.03.08 Land adjoining Bowden Hey Road, Chapel-en-le-Frith New-build industrial units. In general, members supported this application, as the land is being developed for its proposed usage. However, as the previous refusal did not state whether the damage to the protected trees would be caused by the building or car park, members were unsure if the changes in the revised plans would be sufficient. The edge of the building is in an unchanged position and will undoubtedly have deep foundations which may still dislodge and damage the roots of the trees. In this case an 8meter exclusion zone may not be enough. 0142 Mr and Mrs D Scott 12.03.08 20 Beaumont Drive, Dove Holes, Buxton Proposed two storey, gable addition to form a dining room and a sitting room, bedroom extension and single bedroom over. Cllr Norton declared an interest. No objection, however, Members did express concern over a large, two-storey, gable-end so close to a neighbouring property. Cllr Clarey left the meeting at 7.40pm 08/320 Appeals None
08/321 Notifications Granted 0032, 0026, 0025 08/322 Conservation Areas Members expressed concern over the windows at Chapel Memorial Club which still remain boarded up. This is unacceptable practice, especially in the conservation area and members asked that a strong letter be written to Adrian Fisher. It has been noted that the new street sign at the top of Church Brow will remain as Burrfields. Members expressed concern over the proposal of two disabled parking spaces to be permitted outside the Stocks Café. It was thought that this area was extremely unsuitable due to the cobbled nature of the road and that more suitable areas could be found, also on Market Place. Questions were raised over the markings that would be laid in the conservation area, and whether this would encourage long-term parking. 08/323 Public Footpaths It has been brought to the Councillors attention that a resident within the Parish has received news from Morrisons, that they have an agreement to clear the litter and waste left behind the mesh barriers located behind the shop. Members have asked the Clerk to write to Morrisons asking for confirmation of this. 08/324 Suggested sites for housing Members expressed great concern over the failure to notify the Parish Council of this important development until the deadline had been extended and over the lack of information that has eventually been received. Members have not identified any areas until the number of proposed houses has been made aware of. Chapel-en-le-Frith is situated in an up-hill valley, and members expressed a concern that the rising land should be protected and not built upon. It is important that all surrounding countryside should be conserved. Members also thought that it was important that new houses should be built on free land that already exists within the towns, so to ‘fill in’ rather than expand. Land owned by High Peak Borough Council should not be sold in the open market, instead it should be used to build new council houses and affordable homes. 08/325 Correspondence An email has been received inviting members of the council to a site visit to discuss a new bus stop on the main road, near to Eccles Fold. Councillors Martin and Norton will attend. 08/326 Any other business Members were pleased to hear that both of Chapel's Post Offices will remain open. The Committee considered in turn twelve applications to carry out developments within the Parish and it was RESOLVED: That the following comments be sent to the relevant Planning Authority. Application No Proposed Location and Development 0091 Ray Butler & Sons 18.02.08 Station Yard, Eccles Road, Chapel-en-le-Frith Industrial Units consisting of 7 small 2 storey starter units and a 2 storey block of units with flexible layout to cater for larger business. Members very strongly objected to this application for the following reasons: The site is not classed as employment land on the Local Plan The access onto Manchester Road is inadequate and the use of commercial vehicles could prove a danger to other road users due to the nature of the junction off Midland Road. Vehicular movements on Midland Road will be greatly increased and this road is unsuitable for use by commercial vehicles Large, commercial vehicles will be encouraged to access the site from the centre of town which would cause congestion throughout the High Street. The area has already benefited from traffic calming. Residents who live in properties along Eccles Road, Midland Road and Manchester Road will all be affected by the increase in vehicular movements and an increase in the noise levels. There is adequate land for industrial development off Sheffield Road. The site is more suited for residential development. Members have asked that Cllr Mike Harrison ‘call in’ this application. 0113 Mr & Mrs Forman 20.02.08 The Hanging Gate, Chapel-en-le-Frith 3 Holiday let cottages Members were concerned that this would be an unnecessary development in an area of unspoilt countryside which should be preserved. However, were the application be granted, the design and materials of the build would have to be extremely sympathetic to the surrounding area and access should only be made from the Hanging Gate car park; no other access to the site should be permitted. Members have asked that Cllr Mike Harrison ‘call in’ this application 0102 Bowers Coaches Ltd 22.02.08 Hayfield Road, Chapel-en-le-Frith Units 1-3 Bowden Hey Road, Chapel-en-le-Frith Change of use to a maintenance/vehicle repair facility No Objection Members would like a condition to be included which states that access should only be gained via the Bypass and not Hayfield Road due to the nature of the traffic calming measures that have been undertaken. 0118 Mr R Smith 22.02.08 63 Thornbrook Road, Chapel-en-le-Frith Single storey detached garage in rear garden Members objected to this application due to the size of the build. It was thought that the dimensions were too large for that of the outside space and that combined with the large extension that has already been added, the site would be too ‘built up’ Members requested a site visit. 0114 Chartbranch 26.02.08 Site enclosed by Bowden Lane, A6 and A624, Chapel-en-le-Frith Construction of restaurant Members had no objection to the Restaurant but strongly objected to the proposed design and building materials which are inadequate and out of character with the surrounding area. This site is an extremely important gate-way into both the Peak Park and Chapel-en-le-Frith and the materials should be highly sympathetic and of a superior quality. Members thought the design should reflect that of the Public House which had been granted on the same site, and that a more cohesive and compatible theme would prove a success. 0115 Chartbranch 26.02.08 Site enclosed by Bowden Lane, A6 and A624, Chapel-en-le-Frith Construction of nine B1 units Members questioned the need to put industrial units on this site when, on the opposite side of the road, there is designated industrial land. Given the applications to build a Public House and a Restaurant, it would be more appropriate to use the area for further public services. If the application were to be granted, members would like adequate screening to be included between the units and the public areas. 0062 High Peak Borough Council Public Toilets Chapel-en-en-le-Frith Amended drawings No objection to the planning application to install an access ramp. However, members strongly objected to the design of the toilets and would like to direct you towards comments made at the Regeneration Partnership meeting. Members felt the space had not been utilised fully, and there was a strong need for a urinal to be included. Concerns were also made about the suitability of the existing roof and the safety issues surrounding the electrics, which are currently extremely hazardous due to the leak in the existing roof. 0122 Mr R Hall and Miss K Morten 04.03.08 1 Long Lane, Chapel-en-le-Frith Single storey porch to front of house. We have been informed that this is due to the stone needing to be replaced due to a crack in the slab becoming a trip hazard and that the tarmac is a temporary measure. The large amount of trade refuse being left outside the Memorial Club is an eyesore and a health hazard which has been reported to the local authorities on several occasions; however, no action has been taken as yet. The Clerk has been asked to write a strong letter to the Chief Executive regarding what is effectively fly tipping in the Conservation area. 08/296 Public Footpaths Members asked the Clerk to write to Network Rail regarding the running water under the bridge on Manchester / Midland Road, which becomes extremely hazardous in frosty weather. This problem has been reported to the water board and local councils on several occasions only to be informed that it is in fact Network Rails land. The new footpath which runs behind the Kings Arms pub is constantly being used as a parking area. Although this is permitted as it is private land, the development of this area was to aid pedestrians, so a letter will be sent to Punch Taverns asking for their assistance in this matter. One proposed solution was for a retractable bollard to be installed. The Burfields path which runs behind Morrisons is constantly being used as a dumping ground for peoples waste. The Clerk has informed me that she has written to the Environmental Health asking for their assistance in this matter, and is awaiting their reply. 08/297 Any Other Business Questions were asked as to why no planning applications were submitted from Morrisons when they changed their signs. It was noted that applications from other businesses in Chapel were received when they were to change theirs, and why these procedures didn’t apply to Morrisons.
