Bargains, Burns and Yes Sir, You Can Boogie!
Thanks to an extensive refurbishment, the Town Hall is now an attractive option for your event – big or small.
     In addition to our regular hirings, we have hosted: a Burns Night Supper; a table top sale; two young people’s discos; a children’s party; a political meeting; wedding evening parties; Friends of Chapel Station meeting; a charity birthday party; a disco for disabled children (Fairplay) and a Peak Park planning evening.
     So if you have an event that needs excellent facilities at a great rate, give us a call at the Parish Office to discuss your needs.
     Two successful young people’s discos have been held recently – they were organised by the Police and the Youth Service, and supported by the Parish Council.

Click – what a hit! Over 21,000 visits have been made to the Home Page on our website, plus a total of over 34,600 visits to other pages on the site.
     The ‘What’s On’ page is proving to be the most popular, with over 3156 visits. We have had many positive comments from people out of the

area who are searching for ancestors from the Chapel district and who have posted requests on our Family History Message Board page. Please take a look at this page and see if you can help – you might find a long-lost relative!

Well Dressed and Stage Struck
This year, the clay for the Town Well and Nanny’s Well will be installed on Monday evening 30th June in the Town Hall passageway and the Town Well will be dressed there during the week. Nanny’s Well will be dressed in the Annexe room of the Town Hall, as in previous years.

Bear Well, 2005

This fascinating Derbyshire tradition is a real labour of love for the well dressers of the Parish and visitors are always welcomed during the well making and to view the finished dressings. The overall theme this year is “All the World’s a Stage”. To see how each group interprets this theme, take a tour of the five dressings during the first week of July.

Regeneration
An up-date and reprint of the popular Old Town Trail has now been completed. Copies are available, free of charge, from the Parish Office, the Hearse House Visitor Centre and other outlets in the town. Pavement improvement works, which are designed to enhance the appearance of the Old Town area, are due to take place shortly on Church Brow and Terrace Road. These schemes are being part-funded by a generous grant from the Progressive Market Towns Fund. Most of the new “antique” street name-plates are now in place in the Old Town.

Council Annual Report
This will be on the website shortly and a printed copy will be available from the Parish Council Office. The audited accounts will also be made available as above as soon as they are signed off by the independent auditor.

NEW Parish Office Services
We now have a colour photocopier which will produce copies up to, and including, A3. Rates are very competitive and copies can be produced from originals, CDs, and memory sticks or by sending an email attachment. Black & white copies are also available, as before. Phone the Parish Office on 01298 813320 for up-to-date rates.

   Remember; by using these services you will help to keep down the Parish content of the Council Tax, as you will by booking the Town Hall for your events! On our leaflet information boards, are we carrying information that you have found useful? Please let us know.
Tell Us What You Think!
The Parish Council strives to offer our parishioners the best service available and to help us in our quest a new form is available from the Parish Office on which you can record any complaint about the Council, make suggestions or even tell us what we are doing right!

What is the policy about confidentiality? – only the Clerk or assistant Clerk will see the actual complainants’ names, Councillors will only see the actual complaint if they are asked to deal with it at an appropriate committee.

Your Park and Play Areas

The faulty area of concrete on the Skateboard Park has now been repaired free of charge by the installer.
     An application has been made for a grant from High Peak Community Housing, which will be used to support improvements to the Needham Recreation Area on Ashbourne Lane.
     Following the departure of one of our part-time park keepers, a new employee, Mr. Dennis Theyer, has been engaged for the summer months.

 Around the Parish
Now in its 5th year the Annual Dove Holes Garden Competition will once again give the keen gardeners of Dove an opportunity to open up their   garden gates this July. Included this year will be what we believe to be a Derbyshire (maybe even national) first – a ‘Your Garden at Night’ category! Look out for further details or contact Cllr Sara Armstrong on 07799717832.  In Dove Holes the Parish Council have also recently purchased 5 new    refuse bins for the Dove Holes Community.
     The Parish Council was one of the bodies that received representations from the group fighting to save Combs School from closure. Following a   hard-fought and well-organised campaign, the school has been saved.

Housing
The moratorium on new housing in the Central Area of the High Peak is coming to an end. HPBC are now engaged in a consultation exercise designed to identify suitable land for new house building. A site suggestion form can be downloaded from the HPBC website at www.highpeak.gov.uk

Litter
We have received a number of
complaints about rubbish at the end of Old Park Road and we have made numerous representations about this problem.
     We would urge anyone with a complaint about this or other litter  problems in the Parish to contact HPBC 0845 129 7777 and/or DCC 08456 058 058.

Health & Safety At Work
Like all employers the Parish Council take their Health & Safety responsibilities very seriously. To raise awareness within the council, and  the community as a whole, the Health & Safety Committee are planning a special Health & Safety Awareness Week in the early summer.
   There will be opportunities for employees, councillors and the public to learn more about how we can all contribute to a safer parish. Look out for further details.

Dates for your Diary
Spring is always a lovely time of year in our beautiful Parish and the annual May Day festivities always feel like a real celebration for the town. This year they take place on

Monday May 5th - 1.00pm Market Place. Attractions will include:
- children’s rides
- magician and children’s entertainer
- stilt-walking
- face painting
- stalls
Lots of Fun for all the family!

Saturday June 14th - Carnival Day Procession will leave Sheffield Road at 1pm and make its way to the Memorial Park, where there will be the usual wide range of stalls, activities and competitions.

Sunday 6th July - 12.00 noon Blessing of the Wells will take place on the Town Hall frontage.

From July 2nd, there will be an opportunity to watch the wells being prepared, both in the entrance to the Town Hall and in the Town Hall annexe and from July 5th to July 12th all five dressings will be on display in the town.

Sunday 31st August - Proms in the Park  Watch our website for more information nearer the time.
 

Members of the public are welcome at Full Council and Planning Committee meetings. The Full Council meets on the first Tuesday in each month at 7.30pm in the Town Hall Annexe. Planning Committee dates are shown on the Town Hall Notice Board and on the Web Site.

Your New Shoppers’ Guide
to Chapel

A handy map to shops and services in Chapel-en-le-Frith has been produced by the Chapel Regeneration Partnership.
    The Guide includes an easy-to-read map that pin-points the locations of all the different types of retail outlets, eating places, pubs and services in the town. The leaflet, which is widely available, should help locals and visitors alike to ‘Shop Local’ – keep collecting stamps from local shops for regular prize draws of £25.
Christmas Cheer
Since our last Newsletter, Christmas has been and gone but the Parish Council would like to offer its congratulations to the winner of the Best Dressed Retail Window competition organised by the town’s Business Association – Expressions of Market Street 1st and Halls Mica Hardware 2nd.
We also thank the organisers of the Christmas tree ‘switch on’, which is always a very enjoyable and well-supported event. The Town End and Market Place lights were switched on by Carnival Queen Hayley Young, introduced by Vice-Chairman of the Council Cllr. Guy Martin and the Carol Service and Prayers were conducted by the Parish Council Chaplain the Rev. Derrick Leach. A ‘first’ was the countdown, to the switching on of the Market Place tree, live on High Peak FM radio, broadcast throughout the area.

New Year - A New Face


Louise Grisdale
As we all enjoy the start of a new year it seems appropriate that we introduce our two newest members of Parish Council staff. Louise Grisdale has joined Sue Stockdale in the office as our new Assistant to the Clerk. Louise previously worked in Chapel and New Mills.
     We also welcome our new Apprentice Park Keeper, Wayne Elliott, who is already proving to be a great asset to the Parks team.

A Colourful Year Ahead
Following positive comments from lots of townspeople about the flower tubs on the railings of the Market Place, the Regeneration Partnership has decided to retain the tubs, with an appropriate re-planting throughout the winter.
Well Remembered
Remembrance Day services were once again well attended throughout the Parish. Councillors joined those laying wreaths and remembering those from our community who have given their lives or suffered injury in service for their country. Councillors were honoured to represent the Parish at the Chapel War Memorial in the morning, whilst Cllrs. Sara Armstrong and Vice-Chairman Cllr. Guy Martin attended the Dove Holes service in the afternoon.

Have Your Say
Each month, at the full Parish Council meeting, we hold an Open Forum as the first item on the agenda.
     This gives you the opportunity to raise issues in our Parish that you feel are important.
     Everyone is welcome and further details are available from the Parish Council office and on our website.
     In recent months a delegation from the Save Combs School group presented their views to the Council and we encourage the use of the Open Forum for community issues such as this.
A Better Town Hall For All - Update
The decorating of the Parish office is now complete and we are delighted that the Annexe Room is now a more user-friendly space. The raised area has been removed, allowing for more flexibility, and this has been complemented with new blinds and carpet tiles. The stairs, front and back, now have new stair treads and we have a wonderful newly refurbished main kitchen. Equipped with a versatile portable P.A. system, the rooms available to hire at the Town Hall are really worth considering if you have a family, or are planning a Group or Community function in the future. Further details are available from the Parish Council Office. These particular refurbishments have been paid for by the Big Lottery Grant and we are very pleased with the results.

Have Your Say Again!
The next Meeting of the Central Area Forum will take place at Chapel High School on Thursday 7th February, the topic will be ‘Policing in the Central Area of the High Peak’. The session will be led by Chief Superintendent Roger Flint and there will be ample opportunity for questions and comments. Everyone is welcome to attend. Look out for posters and consult the website for details and times.

GRANTS
The Parish Council administer the following charities: Chapel-en-le-Frith United Charities; Bowden Head Educational Trust; Victor Burdekin Trust; Chapel-en-le-Frith Leisure Bursary Fund. Applications for any of the charities listed above should be in writing, addressed to The Clerk to the Council at the Town Hall, who can give information about the type of applications that are eligible.

PARISH COUNCIL GRANTS
The Parish Council makes Grants annually to local organisations, usually around May. Advertisements are placed in the Local Press and on Notice Boards asking for applications. Organisations are asked to give a brief description of the purpose of the grant they are applying for.

Your New Representatives
We are pleased to announce that Mrs Diane Bayirli has recently been co-opted onto the Parish Council as a member for the Chapel West Ward, and Mr Liam McCarthy has re-joined the Parish Council as a co-opted member for Chapel East Ward.

All your Parish Councillors hope to ensure that the council continues to provide improved facilities and a voice for all of our Parishioners.  Remember that an “Open Forum” is available at every full monthly Parish Council meeting, providing an additional opportunity for you to raise issues in our Parish that you feel are important.

Local Dog Blinds Child

Not a headline any of us would like to see in our local press but this is not just make believe, it does happen.  Help us and High Peak Borough Council fight dog-fouling by reporting this anti-social behaviour. It claims the sight of 120 children a year, and is caused by a parasite called Toxocara Canis. The eggs of Toxocara can remain dormant in contaminated soil for months or even years, and they may infect people as well as animals. Small children are at the greatest risk, and if a child does swallow a worm egg, the migrating larva may do permanent damage to eyesight.

Concern about the issue of dog fouling is, unfortunately, a regular topic of debate at Parish meetings, not just in Chapel but throughout the country.  Responsible dog owners who scoop their dogs poop are being seriously let down by an irresponsible minority.   High Peak Borough Council have responded to public and Parish concerns by employing a dedicated Litter and Dog Fouling Enforcement Officer, who can be contacted on 0845 129 4868 and would welcome the names and addresses of any offenders.  Prosecutions have already taken place and the maximum fine is now £2000.

Chapel Carnival
Parish Chairman Cllr. Stewart Young was delighted to lead the procession at the Chapel-en-le-Frith Carnival and what a wonderful carnival it was! 

A great turnout, a great effort by those who participated on floats, in fancy dress and of course the lovely Carnival Queens and their retinue.  The Memorial Park was awash with colour, fun and everyone had a really great time. Our congratulations to the organisers and we look forward to next year.

Great British Icons
It was an excellent year for well dressings in the parish this year with sterling efforts depicting the theme of "Great British Icons". 
     Our thanks and congratulations to everyone who took part in this great
Derbyshire tradition and we look forward to your involvement again next year.

The Market Place in Chapel was a little more colourful this year with the addition of several planters on the railings above Market Street.
Did you like them and would you like to see their return next year?

The Regeneration Partnership would like to know your opinions as this was a first-year trial run which they would be happy to repeat if local residents approve.
    
     Other planned projects for the months ahead include the replacing of street name signs in the Conservation Area with more appropriate 'antique' signs, and for damaged street name signs in the town centre to be restored or replaced.

Lovely Dove
Finally, a beautiful sunny, English summer’s day made the perfect backdrop to the 4th annual Dove Holes Garden Competition held on 29th July. Supported by the Dove Holes Village Group and sponsored by Armcon, suppliers to the gardening industry, the quality of entries was again very varied and impressive.
     “With the dreadful weather recently, the quality of entries has been fantastic,” said lead judge Parish Cllr Sara Armstrong. “It is clear that Dove Holes really is an oasis of gardening expertise”. The winner of the Best Overall Garden for the second year in a row was Veronica Keeling of Meadow Lane whose lovingly tendered garden featuring both flowers and vegetables was admired by all the judges.  Veronica also managed to gain first place in the Best Containers and Best Use of Stone Products categories. Marion Wright also regained the title of Best Use of Space for her clever and striking ‘triangular’ garden.

Past and Present
A photographic exhibition of Dove Holes, Past and Present, which was held at the Community Centre on 18th and 19th August, proved to be a very popular attraction. As was clear from this superb exhibition, the Dove Holes Community Association has a very valuable photographic archive that traces life in the village through the many changes that have taken place during the last 100 years.
Children in the Park
Friday nights have recently been Sports Nights in the Memorial Park for Chapel's younger parishioners with an excellent project run by Street Sports and organised by the High Peak Borough Council Anti-Social Behaviour Officer in conjunction with the Youth Service.
     Funding was made available to support this sports event which has proved a real hit with children of all ages and complements the activities already made available at the Youth Centre.
     It is hoped that the young people who have enjoyed participating in the project will be able to continue it by using their own initiative with guidance from the Youth Service.
     A grant is being sought for new goal posts for the Memorial Park football pitch.
Big Lottery - Big Grant
The Parish Council was delighted to be the recipients of a generous grant of £5,000 from the Big Lottery Fund which they applied for to purchase new stair treads for the front and back stairs in the Town Hall and new flooring in the Annexe Room, a Public Address System and refurbishment of  the main hall kitchen. The Parish Council are also pleased to report that their search for a suitable lectern for the use of speakers giving talks and presentations in the Town Hall has proved successful.
     The Methodist Circuit have very generously donated a lectern and we thank them for this wonderful addition to our facilities at the Town Hall.  Remember that all our rooms and services are available for hire and make ideal venues for weddings, parties, presentations, fitness and group meetings.

Your New Representatives
We are pleased to announce that Mike Harrison has recently been elected to the Parish Council as a member for the Barren Clough, Combs and Whitehough Ward. We welcome Cllr Harrison, who has also been elected to High Peak Borough Council, alongside our recently re-elected Parish Chairman Cllr Stewart Young. Cllr Guy Martin has also been re-elected as Vice-Chairman of the Parish Council and we await the results of a double co-option of Councillors to fill vacant seats in two wards. As the Parish Council enters a new financial year, we hope to ensure that the council continues to provide improved facilities and a voice for all of our Parishioners.
 

May the Day
be festive and fun

A big crowd gathered on the Market Place for this year’s May Day festivities. A wide range of attractions, including Maypole dancers, Morris dancers, fairground rides, magicians, clowns and various stalls, ensured that this was a day for all the family to enjoy. The fun day, now firmly established in Chapel’s calendar of annual events, is sponsored by the Chapel Regeneration Partnership and organised by the Chapel Business Association and parish clerk Sue Stockdale.

Well Dressed    
Once again, Cllr Sara Armstrong and Cllr Mike Smith will be leading two of the teams involved in Chapel’s annual well dressings.
   Five wells will be on display this year: the Town Well on the forecourt of the Town Hall; Nanny’s Well on Crossings Road; the Children’s Well on the forecourt of the Methodist Church; the Bowden Lane Well at Town End and the Bear Well at Sandiway Head. The theme for this year’s dressings is “Great British Icons”. Everyone is welcome to call in the Hearse House and the Town Hall on 4-6th July to either watch the preparation of the dressings or to offer their help. New this year will be a small ‘taster’ dressing in the Town Hall annexe for members of the public to help create, with a design and instruction offered by the Nanny’s Well team.     The completed dressed wells will be on display for one week from 7th July and, with Chapel’s wells fast gaining a reputation for innovative design and use of materials, they’re worth stopping by for! Cllr Sara Armstrong would also welcome enquiries from any Dove Holes residents who would like to learn the art of well dressing with a view to creating another Parish dressing in Dove from 2008. 7th/16th July Chapel Parish Well Dressings, with the Blessing on 8th July on the Town Hall forecourt at 12 noon. The Blessing at Bugsworth Basin will take place at 2pm.
Mid-July Dove Holes 3rd Annual Garden Competition

Improvements to the Conservation Area continue, most recently a HERS Grant was approved for the newsagents at 47/49 High Street, a property owned by the Parish Council, allowing windows to be replaced, frames painted and new signage.
     Grants are available for appropriate improvements to properties in the Conservation Area, and those for the extended Conservation Area in Town End are particularly welcome – contact 0845 129 7777 – Joanne Brookes Conservation Officer at HPBC. Grants are available for the restoration of roofs, facades and windows to their original appearance.
     The Regeneration Partnership have also invested in flower troughs for the railings in the Market Place which will be blooming this summer and racks for tourism and information leaflets now to be found fully stocked outside the Parish Office and Library.
  
  Look out for the new free guide to the Chapel Parish for both residents and visitors, available later this summer.

What a collection!
The Parish Council continues to celebrate our beautiful Parish through art by adding to the Town Hall’s already impressive collection of work by local artists.
     A painting of Market Street by artist and former councillor Kath Bancroft is now on permanent display in the main hall of the Town Hall.
     Everyone is welcome to come and enjoy the feast of colour and local scenery in paintings by Neil Bennett at the entrance and stairway of the Town Hall, and a range of evocative paintings by the late Norman Phillips in the annexe.

Not on our Doorstep!

     Many organisations use our ‘What’s On’ facility, including the Youth Service.

Blushing Brides and Dancing Grooms . . .
Since reopening its doors after extensive renovation and updating, Chapel Town Hall has become available for bookings for wedding parties.
     The Town Hall also has various function rooms available for hire – full details from the Parish Council website or the Parish Council Office. Come and see what we have available to make your day both special and local.

Green and Lovely
It is that time of year again when the green fingered in the Parish put the rest of us to shame! Both the Parish Allotment Competition and the 3rd Annual Dove Holes Garden Competition will take place in July.

Police Liaison

The Parish Council are proud that we maintain an excellent working relationship with our local policeman, PC Ian de Pee and Police Community Support Officers, Julie Shaw and Patrick Findlay-Wilson. Officers regularly attend the monthly Parish Council meetings, ensuring that local issues are discussed and communicated effectively.

Around and About
Congratulations to the organisers of the Dove Holes Playground Project who are now well on the road to fulfilling this mammoth scheme. The Parish Council were pleased to recently agree financial support of £1,000 for this excellent community facility. News in Combs is of a very different kind, with Derbyshire County Council identifying Combs Infant School for possible closure. Public consultation is now underway. The Needham Recreation ground is getting a well-needed facelift, with the equipment being repainted through the Community Payback Scheme.

Annual Parish Meeting
The Annual Parish Meeting was held on 25 April, when discussions included High Peak Borough Council’s Binno-vation scheme. Parish Councillors will be meeting HPBC officers soon for further discussions about the scheme.

Members of the public are welcome at Full Council and Planning Committee meetings. The Full Council meets on the first Tuesday in each month at 7.30pm in the Town Hall Annexe. Planning Committee dates are shown on the Town Hall Notice Board and on the Web Site.
An Open Forum is held at each Full Council Meeting when members of the public may address the Council.
