Update on Adopt a
Phone Box

BT have indicated that they will continue a service in the public phone boxes in Combs, Dove Holes and Whitehough, for the time being.

Allotments Update
Due to the demand for allotments, the Council is looking to provide additional allotment space at the Chapel allotment site.

TAKING NOTICE OF CHAPEL'S ATTRACTIONS


Motorists approaching Chapel-en-le-Frith are being invited to take notice of the town’s many attractions.
   New tourist boards at all five entrances to the ancient Capital of the Peak carry reminders that the town has a wide range of shops, restaurants and pubs, as well as excellent opportunities for leisure pursuits.
   The new signs are the latest project by the town’s Regeneration Partnership, which has received financial help from HPBC’s “Going Local” fund. Partnership chair Cllr. Mike Smith, says: “We want to remind visitors to the Peak District that Chapel has much to offer. For sports enthusiasts, we not only have a state-of-the-art leisure centre, but also golf and sailing clubs in idyllic surroundings. For a town of its size, Chapel has a remarkable selection of quality eating places and its shops range from specialist independent retailers to in-town supermarkets.

On top of all this, we have an attractive “Old Town” area and lots of well-established annual events that can be enjoyed by visitors and residents alike.” 
   One of the panels in the new signs will be used to advertise traditional events such as the annual carnival, the five well-dressings, Proms in the Park and the Christmas lights. First up is May Day, a fun day for all the family, which will take place in the Market Place on May 3rd.

FOOD WASTE COLLECTIONS STARTING
IN APRIL 2010

HIGH PEAK BOROUGH COUNCIL is introducing household food waste collections in April 2010.
   From 12 April, residents with green-lidded bins will be able to include food waste with their garden waste and cardboard.
   All people need to do is put food waste from their plates and peelings into the green-lidded bin. Collections will take place on the same day as the current green-lidded bin collection.
   Food waste that can be put in the green-lidded bin includes fruit and vegetables, leftovers, dairy products, fish, meat and bones, bread and pastries, and tea and coffee grounds.
   No plastic bags can be put into the green-lidded bins. Food waste can be wrapped in paper or cardboard, and the Council will be giving away a limited number of ‘kitchen caddies’ and approved paper liners. These are 7 litre containers with lockable lids, which can be used to store food waste in your kitchen, before transferring it to the green-lidded bin.
   The kitchen caddies will be given away at a series of roadshows across High Peak. Information on the food waste scheme, including the location and dates of the roadshows, will be delivered to every house in the High Peak during late March and early April.

Needham's New
Play Equipment

New play equipment is due to be installed in the next few months at Needham Recreation Ground, following extensive consultation with local residents and the Primary School. The new equipment is funded by the Big Lottery, Chapel-en-le-Frith Parish Council and High Peak Community Housing Tenants’ Fund.

     
Grants
The Parish Council will be considering applications for Grant Aid during the financial year 2010/11.
   Organisations within the Parish who wish to be considered for Grant Aid should apply in writing to the Clerk of the Council by 21 May 2010, enclosing a copy of their most recent audited accounts and balance sheet, at the Town Hall, Market Street, Chapel-en-le-Frith, High Peak, SK23 0HP.
   When making the application, organisations are invited to indicate details of anticipated projects and an estimation of the costs involved.        Chapel-en-le-Frith United Charities, Bowden Head Educational Foundation and The Victor Burdekin Trust also make grants to groups and individuals in the Parish of Chapel-en-le-Frith.
   If you are a non-profit making
group or organisation, a student, an individual involved in educational training or have specific needs with reference to health/disability or changing economic circumstances you may be eligible for a grant.

Precept
The Precept for 2010/11 has been set at £111.704, which equates to a Parish Rate of £35.51 for a Band D Property. This means there is no increase in your Parish Rate in 2010/11. We believe that we are the only Parish/Town Council in the Central Area of High Peak not to increase the Parish Rate, whilst not making any cuts in services.

The Friends of Chapel Memorial Park are looking for new members – if you are interested in joining the group, details can be obtained from the Parish Office.

What's On at the
Town Hall

Did you know that a slimming class, the Ladies’ Choir, W.I., Garden Club and Civic Society all meet in the Town Hall?
   In addition, there is children’s dance class on Saturday mornings and Jujitsu, Pilates and Yoga classes during the week.
   Strictly Come Dancing is coming to Chapel, as there is a monthly evening ballroom dance beginning on 27th February.

This new award is designed to recognise people from the Parish of Chapel-en-le-Frith (Bagshaw, Combs, Chapel-en-le-Frith, Dove Holes, Sparrowpit, Tunstead Milton and Whitehough) who have contributed or excelled in one of the following ways:

Volunteer Work or Fundraising
Every day many individuals across our community give their time to assist others who are in need, they selflessly work to make the lives of others better in some way.

Academic, Sporting, Musical or Artistic Achievement
We are looking for individuals or groups who have had success at District, County or National Level, so raising the profile of the area with their achievements.

 

Improving and Generating
Community Spirit

This would include individuals or groups who organise or run community projects or events that bring people together.

The closing date for nominations is 4 January 2010.

Going Digital


In the Granada TV region on 4th November 2009 the analogue BBC 2 signal will be switched off, with the rest of the analogue channels being switched off on 2nd December 2009.

There is a help scheme for those who need the most assistance. You will be eligible if you are 75 or over, or entitled to certain disability allowances.

Regeneration Partnership
Funding has been secured to print the third edition of the ‘Old Town Trail’ from the Regeneration Partnership and Derbyshire County Council. Permission is currently being sought to erect 5 Tourist Information Boards at the entrances to Chapel-en-le-Frith, which will display permanent attractions in the town and details of events throughout the year. The Partnership has again committed funding to the 2010 Family May Day Celebrations.

Adopt a Phone Box
BT have indicated that they are looking to remove the red public telephone boxes in Combs, Dove Holes and Whitehough. The residents of Whitehough are forming a ‘Friends of the Telephone Box Group’ and they will take on the maintenance of the telephone box and use it as a mini tourist information centre for local residents to put up details of local

community events. If you live in Combs or Dove Holes and are interested in setting up a similar group, we would like to hear from you.

Join us for Christmas
The lighting of the Christmas trees will take place this year at 6.30pm at Townend Methodist Church and at 7pm in the Market Place on Monday 30th November. The trees will be lit by the Carnival Queen, and members of Chapel Town Band will accompany carols. Punch and mince pies will be provided by the town’s Business Association.

Eccles Pike
Cllrs Guy Martin and Mike Smith attended the unveiling by the National Trust of a memorial to Highley Sugden, who was a generous benefactor and supporter of the National Trust and gave some of the land on Eccles Pike to the Trust. The memorial is near the summit of the hill. New signs have been placed at the entrance to Eccles Pike from the top of Eccles Road and the Parish Council is pressing for improvements to parking arrangements for visitors
to this much-loved local landmark.
Remembrance Sunday
The annual Remembrance Sunday Parade is being organised by the British Legion this year and anyone wishing to join the Parade should assemble on Thornbrook Road Car Park at 9.50am. A Service will take place at St Thomas Becket Parish Church at 10.30am, following which wreaths will be laid at the War Memorial on the Market Place.

We want to hear your Wartime stories
Do you have any personal recollections/accounts of people who have been affected by conflict that you would be able to share with us? We are looking to collate stories from the 1st and 2nd World Wars and any subsequent conflicts with a view to publishing them.
Housing Needs Survey - JUST 1 WEEK LEFT

A Housing Needs Survey will have recently been posted through your door! Please complete this important survey as it may lead to a small development of affordable houses in Chapel. Many local communities are concerned because local people are having to move elsewhere to find suitable housing. Young and old alike are forced to move away from their family and friends because rents and
house prices have soared in rural areas making it impossible for them to stay, much as they might like to. And it’s not only local people themselves that are suffering; services, such as primary schools, are having to close thereby worsening the situation. Any affordable homes built as a result of this survey would be for rent and shared ownership and must remain affordable for present and future occupants. The shared ownership properties (also known as “Homebuy”) cannot be completely owned and then sold off. Affordable housing can, for example, assist younger villagers to gain access to the housing ladder, which would otherwise be closed to them, or can assist older people currently in unsuitable housing due to a health or mobility problem. If a need is established, there could soon be a small development in Chapel available for local people. REMEMBRANCE SUNDAY
PUBLIC MEETING

The Parish Council held a Public Meeting in March to look at the future format for Remembrance Sunday following numerous requests from groups and individuals to amend the timing of the service to allow the community to join together at 11am at the Memorial on Chapel Market Place. Following this meeting, the Council addressed the Parochial Church Council at the Parish Church and has subsequently met with the Vicar and Churchwardens to seek an earlier service on Remembrance Sunday. Sadly, they were unwilling to agree to our request. Consequently, the Council has now taken the decision to organise the Parade and the Civic Service, which will result in a Civic Service taking place on the Market Place in Chapel-en-le-Frith, with the incorporation of an Act of Remembrance at 11am. The Council hope that all the organisations will take part and an invitation will be sent out as usual once details have been formalised.
Well Dressing
All five of this year’s well dressings celebrated the 100th anniversary of the 1st Chapel Scout Group, whose members had their first recorded outing on Saturday 20th March 1909, when Rev Stredder led a party of Scouts to the summit of Eccles Pike.

Grants
The Council has given grants to the following organisations: Dove Holes Jazz Festival; Friends of Chapel Station; Chapel Ladies’ Choir; Chapel Town Band; Chapel Methodist Church; Chapel Civic Society; Chapel Brownies and Guides; Dove Holes Cricket Club; Dove Holes Parish Church
Dove Holes
We are really pleased that the residents of Dove Holes have reacted favourably to the hanging baskets we have provided; they do brighten up the village.
A Friends of Chapel Park group has been formed to gather people’s views and make improve-ments to Chapel Memorial Park, so that all members of the public can enjoy this lovely green space in our town.
   Some of the suggestions put forward so far at our meetings include items that can be acted upon very quickly. They include: new signs on the main gates to remind users to avoid littering and dog fouling; a new basketball net; which would improve the children’s play area; an interpretation board by
the main gate and an extra litter bin by the bandstand steps, which are a gathering place for drinkers on fine weekends. We hope this will reduce the amount of litter and broken glass near the children’s playground.
   Other long term ideas are: the creation of extra floral areas to introduce more colour; improving the football pitch for junior football teams; improving the children’s play area with new equipment; and the construction of a new bandstand for multiple use.
   This year, Chapel-en-le-Frith Town Band has arranged two Sunday afternoon concerts on the bandstand. The first one took place on 5th July and the next one will be part of the National Band Stand Marathon on 27th September, from 2pm to 4pm.
   We are hoping to make a tree sculpture out of the stump of the tree
that had to be felled at the top of the park.
   As a constitution has been agreed, we are now in a position to make applications for funding for our bigger projects from the various funding bodies.  
   We will be planning task days and we intend to involve schools, uniformed organisations and other local groups whenever possible, so that everyone will feel that they have a stake in the park.

Regeneration Partnership
Thanks to funding from the Parish Council and from the Borough’s Going Local fund, the Regeneration Partnership is ordering events boards, similar to those on the approaches to Buxton, which will be erected at the five main entrances to the town. The partnership is also funding the repair of the information touch screen in the window of the Hearse House Visitor Centre and arranging for a reprint of the popular Old Town Trail.

When we think it can’t get better – it does. I am sure you will agree that the 2009 Chapel Carnival was one of the best.

  
The Carnival Committee are looking for helpers to join their committee and in 2010 they are going to need extra marshals, due to a change in Derbyshire Police Policy.
