REMEMBRANCE SUNDAY
PUBLIC MEETING
We were pleased that there was a good representation from local people and organisations at the public meeting in March to discuss the future format of Remembrance Sunday. The majority view was that the silence at 11am on Remembrance Sunday should be held on the Market Place to enable all sections of the community to take part. As Rev. Bralesford said he was reluctant to change the timing of the church service to enable this to happen, the Chairman of the Council and Clerk will be meeting the Vicar, Church Wardens and Parochial Church Council at the end of May to see if a compromise can be reached.

Memorial Park

Solar Lights
By undertaking a sponsored bike ride, PCSO Julie Shaw has raised money for a solar light in the Memorial Park.

Dogs
A big “thank you” to all the dog owners who have followed the Memorial Park by-law by keeping their dogs on a lead.

We are pleased to report that the level of dog fouling that is not cleared away has reduced dramatically.

We would again appeal to the few who do not remove dog mess or keep their dogs under control on a lead to do so and thereby return the park to a place that can be enjoyed by all.

Photocopying Service
We can do colour and black and    white photocopies for a reasonable charge in the Parish Office, which is open every weekday morning from   9am – 12.30pm.

Chairman and Vice Chairman
We are pleased to announce that Councillor Guy Martin has been elected to serve a second term as Parish Council Chairman and Councillor Mike Harrison as Vice Chairman.

Armed Forces Day
We have purchased the new flag to fly on the Town Hall on Armed Forces Day, which is 27th June – so keep your eyes peeled.

Pilates in the Town Hall

We have two new caretakers at the Town Hall: Debbie Moore and Shirley Trickett. Our regular hirers should have met them by now.

Grants
The Parish Council will be considering applications for Grant Aid during the financial year 2009/2010. Organisations within the Parish who wish to be considered for Grant Aid

should apply in writing to the Clerk to the Council by 29 May 2009, enclosing a copy of their most recent audited accounts and balance sheet, at the Town Hall, Market Street, Chapel-en-le-Frith, High Peak, SK23 0HP.

When making their application, organisations are invited to indicate details of anticipated projects and an estimate of the costs involved.

We have made two further grants from last year’s budget to Dove Holes Jazz Festival and Friends of Chapel Station.

Regeneration Partnership
The Regeneration Partnership is planning to install events boards at the five entrances to the town.
    As well as advertising regular annual events, such as May Day, Carnival, Well Dressing, Proms in the Park and Christmas Lights, the boards will highlight the general attractions of the town.

Dove Holes Jazz Festival

The 18th Dove Holes International Beer & Jazz Festival takes place at Dove Holes Community Centre and other venues around the village.

This year’s well dressings celebrate 100 years of Chapel Scouts.
Each of the five well pictures will have references to some of the activity badges that are awarded to Scouts. During well dressing week, there will be a competition to find the names of all the badges hidden in the pictures.

May Day
We had another successful May Day event this year. Thanks to Chapel-en-le-Frith Primary School, who stepped in at the last minute to perform some maypole dancing, and to the Country Dancers. We hope to see them next year. We had a wide range of attractions, including Charlie the Clown and the Amazing Mr Merlin, fairground rides, food and stalls. The event was again sponsored by the Chapel Regeneration Partnership and
organised by the Business Association and Parish Council. If you are interested in helping to organise next year’s event or could spare a few hours on the day itself, please contact the Parish Office on 01298 813320.

Parking
There has been some confusion regarding parking enforcement and who is responsible for different areas. Issues regarding car parks should be directed to High Peak Borough Council on

Dove Holes
The Parish Council has agreed to plant and maintain the hanging baskets in Dove Holes this year, so hopefully there will be a good floral display throughout the summer.

     

Members of the public are welcome at Full Council and Planning Committee meetings. The Full Council meets on the first Tuesday in each month at 7.30pm in the Town Hall Annexe. Planning Committee dates are shown on the Town Hall Notice Board and on the Web Site.
An Open Forum is held at each Full Council Meeting when members of the public may address the Council.

REMEMBRANCE SUNDAY PUBLIC MEETING
You are invited to come along to a public meeting on Wednesday 18 March 2009 at 7.30pm in the Town Hall, where you will be able to put forward your views on the future format of Remembrance Sunday in Chapel-en-le-Frith.
New Guide Book
The 2nd edition of the Chapel-en-le-Frith Town Guide is now available (free) from the Town Hall, Hearse House Visitor Centre and some other outlets. It is packed with information, photographs and a map of the town centre.

Annual Parish Meeting
Wednesday 22nd April – 8pm in the Annexe of the Town Hall. Your chance to come along and have a say on issues that affect you in the Parish.

PRECEPT - The Precept for 2009/10 has been set at £111,482, which equates to a Parish Rate of £35.51 for a Band D property (2.1%).

Friends of Chapel Memorial Park
If you are interested in becoming part of a Friends of the Park group please come along to a meeting to be held on Tuesday 31st March at 7.30 pm in the Town Hall, Chapel-en-le-Frith. ‘Friends’ groups offer many benefits to both the greenscape and the local community. Friends groups encourage:-
Sustained community involvement and participation
Ownership and sustainability of greenscape
Positive use and improved perceptions of greenscape
Promotion of facilities and services
Attraction of funding and resources
Better links, networks and partnerships surrounding greenscape.

Being part of the ‘Friends’ group can be rewarding and fulfilling.

Town Hall
Shortly, we will be having ceiling tiles fitted in the Town Hall Annexe to improve the acoustics in the room. Rooms are available for hire at the Town Hall and further details can be obtained from the Parish Office Tel 01298 813320, Email: astclerk@chapel-en-le-frithparishcouncil.gov.uk.

Blue Plaque Scheme
The Chapel-en-le-Frith Regeneration Partnership has asked the Civic Society to lead on a project to introduce a blue plaque scheme in Chapel-en-le-Frith. The blue plaques will be placed on buildings of historical significance or ones where famous local residents lived. If you have any suggestions for locations of plaques, please contact either Councillor Mike Smith on 01291 812706 or Councillor Guy Martin on 01298 815133.

Well Dressing
From 1st July there will be an opportunity to watch the Town Well and Nanny’s Well being prepared, both in the entrance to the Town Hall and in the Town Hall Annexe (upstairs). Anyone is welcome to come and join in; novices are just as welcome as experienced dressers.

From 4th – 12th July all five well dressings will be on display around the town. The Blessing of the Wells will take place at 12 Noon, 5th July, on the Town Hall Forecourt.

MEMORIAL PARK
You may have noticed over the winter months that there has been a problem with drainage around the football pitch in the Memorial Park. We are currently installing a new drainage system in this area, so hopefully the Junior Football Club will be able to utilise the pitch more. Plastic sheeting has been placed on the roof of the Park Keeper’s building by the Bowling Green. This is because the lead has been removed from the roof by some night time visitors. We will be replacing the lead with a synthetic alternative in order to avoid a similar event.

Solar Lights
PCSO Julie Shaw has raised £1,700 from her sponsored bike ride to provide a solar light in the Memorial Park, which hopefully will be installed in the next few months near the skatepark area. Well done to Julie for all her efforts, which the Council fully supported.
 

Calling All Dog
Owners

There has been an increase in the amount of dog fouling that has been left in the Memorial Park and not cleared away. Responsible dog owners who scoop their dog’s poop are being seriously let down by an irresponsible minority in an area where young children play. If you know of persistent offenders, we would welcome names and addresses. Prosecutions will take place and the maximum fine is now £2000, with offenders being named and shamed.
Seats around the Parish
We currently have about 50 seats around the Parish which have undergone a major refurbishment programme over the winter months

Progressive Market Towns
Work has now been completed on Terrace Road and Church Brow to restore areas of the setts and paving. This has been funded by Progressive Market Towns, Chapel Regeneration Partnership and Heritage and Regeneration funding.
 

Regeneration Partnership
High Peak Borough Council is   currently reviewing the future of Regeneration Partnerships. In view of the important part played by the Chapel Regeneration Partnership over the last ten years in improving the appearance of the town, providing facilities, promoting new events and supporting business and tourism.
    The Parish Council is lobbying hard for the continuation of the Chapel Regeneration Partnership in its current form, with funding and support from both High Peak Borough Council and Chapel Parish Council.

Dates for your Diary

May Day Family Fun Day Monday 4th May – 1pm
Chapel Market Place. Attractions will include:
children’s rides; clown and children’s entertainer; face painting; children’s craft stall; tombola and other stalls; maypole and country dancing. Lots of fun for all the family.

Chapel Carnival Saturday 20th June.
The procession will leave the Jolly Carter at 1pm and make its way through the town to the Memorial Park, where there will be the usual wide range of stalls and activities, together with the crowning of Catherine Saxby, the 2009 Carnival Queen.

Dove Holes Jazz Festival 3rd – 5th July.

Dove Holes Carnival Saturday 29th August
 

Market Place Toilets Thanks to representations made to the Borough Council by the Chapel Regeneration Partnership, the new public conveniences currently under construction on the Market Place will include disabled facilities, toilet cubicle and urinal.
 

Members of the public are welcome at Full Council and Planning Committee meetings. The Full Council meets on the first Tuesday in each month at 7.30pm in the Town Hall Annexe. Planning Committee dates are shown on the Town Hall Notice Board and on the Web Site.
